The Idaho Department of Water Resources (IDWR) offers an exciting opportunity for an individual to impact Idaho water resource management. IDWR seeks a “Water Resources Bureau Chief - Water Administration” to manage IDWR's newly created Water Administration Bureau. This executive leadership position manages staff and planning for multiple water bureau programs, including Title 42, Chapter 6 water district creation and modification, water district support, water distribution, and water measurement.

Example of Duties

• Plans, organizes, directs, controls, and staffs bureau operations
• Establishes and maintains bureau goals, priorities, policies, and procedures
• Hires, trains, supervises, and evaluates subordinate managers, supervisors, and other staff
• Prepares and monitors program budgets
• Develops, recommends, and manages federal, state, or private grants or contracts
• Drafts proposed legislation and rules
• Represents the agency at public meetings, hearings, and conferences
• Effectively communicates with internal and external audiences through written, verbal, and presentation formats
• Participates in agency strategic planning, policy development and compliance, and performance evaluations
• Defines and delegates authority to staff for bureau activities
• Leads multi-disciplinary technical working groups comprised of internal or external stakeholders
• Directs and reviews technical work assignments and ensures compliance with federal, state, or local standards
• Prepares multi-disciplinary technical reports and correspondence for the agency and external parties
• Presents or testifies to appointed or elected bodies
• Interacts with water users regarding significant water policies and issues
• Provides information to and coordinates with the Governor's office, legislators, the Attorney General's Office, and other public officials as necessary to carry out agency functions
• Gives expert testimony on matters related to the Water Administration Bureau programs
• Conducts conferences and hearings for the decisions and actions of the bureau where required by law (e.g., creation or modification of water-related districts and management areas; measurement device orders) and issues decisions subject to formal appeal processes. 

Minimum Qualifications

Good Knowledge of:

• Management practices

Experience:

• Supervising technical staff and programs
• Administering state agency policies and procedures
• Assessing program or project outcomes
• Preparing and presenting oral presentations to executives or governing boards
• Writing technical documents and reports
• Interpreting and applying federal and state laws, regulations, or directives

Minimum Qualification Specialties

Good knowledge of:

• Water use requirements, water delivery methods, and water measurement techniques

Experience:

• Interpreting, applying, and explaining state laws and rules related to water appropriation and administration

Desired Qualifications

• Three or more years of experience administering or supporting water administration under the prior appropriation doctrine.
