SUMMARY: This position is assigned to the Grants & Finance Branch Finance Section, Idaho Office of Emergency Management (IOEM), functioning within the State of Idaho – Military Division. The primary purpose of this position is to administer and process a full range of grant finance and accounting duties and responsibilities associated with the administration and management of federal grant awards and subawards throughout the State of Idaho. This position also assists in the functional analysis of grant projects, and performs programmatic and administrative activities for all IOEM grants and pass-through grant funds to local units of government for grants and disaster assistance programs.

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)
(2) Must have, or be eligible to obtain, and maintain a favorable T1 Federal Background Investigation. If a selected candidate does not have a current favorable T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)
(3) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods of time.
(4) Must agree to attend/accomplish required training and participate in training exercises as identified in federal grant guidance, by the IOEM Training and Exercise Program, and by IOEM Senior Management; must agree to successfully complete online courses as determined by the same.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Must have 18-months of specialized experience performing related duties as specified in the announcement.
(1) Skill and ability in using automated accounting and reporting systems (i.e. STARS, IBIS, etc.), and common software applications such as MS Word, MS Excel, MS PowerPoint, MS Access, query reporting programs, etc.
(2) Skill in preparing, managing and reconciling State and or Federal budgets, and ensuring expenditures comply with authorized budget amounts, administrative restrictions, and proper accounting structures.
(3) Knowledge in the administration of Federal, State and Local grant programs to include the areas of monitoring for grant compliance, regulations, requirements and interpreting and communicating rules, while utilizing an automated grant management system.
(4) Ability to work effectively as a member of a team, provide excellent customer service, and maintain professionalism in unexpected situations.
(5) Knowledge of accounting principles and practices.
