The Idaho Department of Juvenile Corrections (IDJC) is now hiring for a Division Administrator to support the Community, Operations, and Programs Services (COPS) Division, located at our Headquarters office in Downtown Boise.

This is a full-time position responsible for managing operations, including fiscal responsibility, and oversees staff within the Community, Operations, and Programs Services (COPS) Division. This position provides consultation and develops partnerships with a variety of government officials and community coalitions and facilitates Department and State community and juvenile justice system initiatives and planning. The Division Administrator serves as a member of the Department’s Leadership Team, participates in Department policy and goal setting, and participates in the Department strategic planning.

The Idaho Department of Juvenile Corrections has regionalized state services for juveniles committed to its custody, making it possible for most juveniles to remain close enough to their communities so parents and other key community members can take part in the juvenile's treatment. State juvenile correctional centers are located in Lewiston, Nampa, and St. Anthony and provide a full complement of services for youth who range from 10 to 20 years of age.

Position Information:

• The work schedule will typically be 8:00 a.m. to 5:00 p.m., Monday to Friday; however, the incumbent may need to work flexible hours and days on occasion to meet the position requirements.
• The position will be required to pass an FBI criminal background records check.

Responsibilities:

1. Behavior Standards:

2. Division Administration:

• Oversees COPS functional areas of planning and compliance and federal funds administration, statewide community operations, project management, community-based behavioral health services, and POST Academy training and certification for the Idaho Department of Juvenile Corrections, juvenile probation, and detention academies.
• Directs community-based interactions of district liaison staff with legislators, county commissioners, local elected officials, county juvenile justice partners and the courts to create an integrated juvenile justice system.
• Oversees planning and compliance and works closely with the state advisory group to ensure compliance with the JJDP Act, development of training for communities working with federal juvenile justice grants, the detention clinician project, state community incentive, mental health and reintegration funds.
• Oversees POST Academy training and certification for county juvenile probation and detention officers, and more recently state direct care staff.
• Oversees compliance and certification of Idaho’s twelve detention facilities with state standards and federal requirements.
• Reports on division activities, operations, and special projects to IDJC Leadership.
• Works closely with the Director on a daily basis.
• May represent the Director on the Behavioral Health Cooperative, Juvenile Training Council, the Idaho Criminal Justice Commission, state or national meetings and/or on issues and legislation involving juveniles.
• Participates in critical policy review and strategic planning meetings involving Idaho Association of Counties, Legislative Services, Division of Financial Management, Idaho Council on Children’s Mental Health and the Governor’s Office.
• Provides management and oversight of special projects or initiatives as assigned by the Director.

3. Juvenile Justice System Systems Planning:

• Develops and maintains cooperative partnerships with elected officials, legislators, county commissioners, county probation administrators, prosecutors and judiciary.
• Facilitates the development of plans for strategic system change that address the needs of juvenile offenders and applies measurement methods for assessing program outcomes in collaboration with juvenile justice system partners.
• Responds to complex problems and issues involving the changing relationship between IDJC and the juvenile justice system community in the course of developing legislatively mandated departmental duties under the Juvenile Corrections Act.
• Develops, implements, and evaluates juvenile justice system solutions involving: community, crime victim, and juvenile offender needs; local and state elected officials; juvenile magistrates, prosecutors, and probation officers; law enforcement, community coalitions, and concerned citizens.

4. Management:

• Manages and monitors $14 - $17 million-dollar budget with a major portion passed through to units of local government to provide community-based juvenile justice services.
• Hires, trains and evaluates performance of staff.
• Delegates authority to subordinate managers to supervise personnel and direct operations within assigned areas of responsibility.
• Directs subordinate staff involved in complex, politically sensitive work assignments.

 Minimum Qualifications:

Considerable knowledge of and/or experience with:

• Juvenile justice system(s) and integrated services including juvenile probation, courts and intervention with juvenile offenders.
• Continuum of care in human service systems.

Typically met with a Bachelor’s degree in juvenile justice, criminal justice, social work, sociology, public administration or a related field AND at least five (suggestion) years of experience working in a juvenile justice program area where responsibilities included coordination of services or projects across multiple systems OR a Master’s degree in one of those same fields AND two (suggestion) years of similar experience; OR at least nine credits of upper division coursework in areas noted above AND at least four years of experience working in a correctional or criminal justice setting) 

Experience:

• Working with the balanced approach and restorative justice model for juvenile populations.
• Managing professional staff involved in diverse juvenile justice programs.
• Integrating juvenile justice programs into department objectives.
• Developing and managing budgets.
• Analyzing management issues and formulating solutions.
• Developing partnerships with a variety of governmental officials and community coalition groups.
• Organizing and making oral presentations to a variety of groups.

Typically met by approximately two years of experience in each area.

 Preferred Qualifications: 

• Bachelor's degree or higher in public and/or criminal justice administration and at least five years of experience in the juvenile justice system. 
• Experience in juvenile justice program management.
• Experience working collaboratively with stakeholders at all levels of government on public policy, state legislation, and the activities of state and county agencies.
• Demonstrated ability to administer multifaceted programs or services.
• Demonstrated strong leadership and management skills in all situations including: negotiation, conflict resolution, consensus building, and public relations skills.
• Exceptional communication skills. 

Good knowledge of:

• Management and public sector administration.
• Purchasing procedures and practices.
• State and federal juvenile justice laws, procedures and practices.
• National standards of effective juvenile justice practice.
• Legislative process and administrative rule-making development process.
• Effective communication strategies and plans.

Typically met by a Bachelor's degree as described above or at least two upper division college-level courses and one year of experience working in a juvenile justice program area where responsibilities included coordination of services or projects across multiple systems)
