This Automated System Manager position is a great opportunity for a professional who's looking to provide consumer protection and public safety for all Idahoans.


Description

The Automated System Manager will oversee our Systems Support teams. This position will be responsible for the development, implementation and maintenance of the division’s licensure application and permitting platforms; the creation and implementation of the division’s applications such as website and inventory tracking; manage general IT maintenance; perform related work.

Example of Job Responsibilities

1. System Management

  • Establishes goals and objectives for development and maintenance of an automated system
  • Analyzes system needs and determines parameters and capabilities
  • Reviews state and federal laws and regulations and bureau policies for impact on automated system
  • Plans, designs, develops and implements system changes or enhancements to meet state and federal regulations and monitors for continued compliance
  • Determines and controls priorities for system enhancements
  • Analyzes system performance and directs corrective action
  • Obtains and evaluates input from users, staff, and management to improve system utilization
  • Drafts system change requirements for staff implementation
  • Plans, conducts or directs system quality testing
  • Coordinates interface with other automated program systems and negotiates problem resolutions
  • Develops user manuals for system operation
  • Coordinates with management and systems support staff for shared case data elements and automated update to computer records
  • Prepares department plan and negotiates with federal officials on certification matters
  • Responds to federal, state, departmental or legislative audit findings on automated system
  • Plans, organizes and presents project demonstrations to federal, state and local agencies


 2. Section Management

  • Hires, trains and directs staff and evaluates their performance
  • Conducts staff meetings
  • Directs staff in planning and designing report layouts and system-generated notices
  • Develops workload standards and performance criteria
  • Participates as member of management team in developing statewide goals and objectives


 3. Contract Management

  • Drafts planning documents and requests for proposals to solicit contract bids for automation projects
  • Reviews, ranks, and recommends selection of vendor proposals
  • Provides information to vendors regarding bid process and requirements
  • Directs contract staff and monitors their performance
  • Establishes priorities and procedures and resolves contract disputes
  • Monitors and recommends changes in contract scope or responsibilities
  • Conducts project status meetings with contractors, users and staff

Minimum Qualifications

Good knowledge of: management practices.

Some knowledge of: project management practices.

Experience: analyzing the capabilities and operation of an automated system including hardware and software to modify systems design; applying state and federal laws and regulations to specific program areas; analyzing system output data and writing recommendations or related action for follow-up; supervising staff.
