The Department of Health and Welfare is hiring for a Human Services Program Specialist who will oversee the federal PASRR process for the state of Idaho. Coordinates with other DHW Divisions, community hospitals, nursing homes and our federal partners. Works closely with the Clinical Services Bureau statewide. This position ensures that the division is upholding its regularity authority in meeting and exceeding the PASRR thresholds, monitoring, and responding to complaints. This position also oversees the work designated in Idaho statute 19-2524 to identify the need for substance use disorders or mental health disorders, identifying behavioral health needs, recommended treatment, and levels of care for Idahoans facing felony charges, and perform related tasks in regards to both bodies of work.

This is a statewide position and will report to their nearest DHW location.

This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

Planning and coordination (50%) 

  • Oversees and implements Pre-Admission Screening and Resident Review (PASRR) and 19-2524.
  • Compiles and analyzes data and information to identify program and services needs and resources.
  • Ensures quality and consistency in program. 
  • Prepares data and reports to document and measure program and contract performance towards goals and outcomes.

Technical assistance and training (50%) 

  • Collaborates with staff from bureaus across DBH, contract providers, and community groups to ensure program coordination.
  • Consults on problems and develops resolutions.
  • Ensures coordinated and integrated management of contracts.
  • Coordinates and evaluates and address barriers to service.
  • Assesses training needs and develops and presents training programs for service providers and internal DBH staff.
  • Works with other local government and private agencies, and the courts to develop/maintain communication and collaboration with the Division of Behavioral Health. 

MINIMUM QUALIFICATIONS:

You must possess all the minimum and specialty minimum qualifications below to pass the exam for this position.   • Considerable knowledge of social, psychological, or rehabilitative services, principles, and methods. Typically gained by a Masters (or higher) degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation or closely related field, OR a bachelor's degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation AND 1 year relevant experience or closely related field OR State licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418 OR 4 - 5 years’ experience directly related to subject area OR combination of coursework and experience that represents the knowledge level above.
  • Experience working with public social/rehabilitative service delivery systems. Typically gained by approximately two years of experience with public social/rehabilitative service delivery systems.
  • Experience planning, implementing, and overseeing a community-based social/rehabilitative service program to include community organization. Typically this requirement is met through leadership experience participating in a community effort to plan, implement, and oversee a social/rehabilitative service program.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Some knowledge of survey methodology and statistical procedures used to collect, analyze, and interpret data. Typically gained from 2 years of experience in a behavioral health field or clinical licensure in a behavioral health or related field.
  • Experience managing projects. Typically gained by at least one year of professional experience managing a program or project, with experience in task organization, project planning, and conflict resolution.
  • Some knowledge of health program needs assessments and program development, implementation, and evaluation. Typically gained by 2 or more years’ experience in a Behavioral Health field or at least a years’ experience in project management and implementation.
