Position:
The Idaho Department of Environmental Quality (DEQ) is hiring an Idaho Pollutant Discharge Elimination System (IPDES) Program Compliance Officer—Analyst 3 for the Boise Regional Office.
Salary Range: $29.75-$33.71
Responsibilities:
· Perform IPDES compliance inspection activities:
- Conduct on-site inspections of facilities to determine compliance with IPDES permits. Record information on electronic devices and upload it to a central database.
- Investigate complaints on discharges to surface waters and other IPDES Program related elements.
- Review required reporting and other records for compliance, such as discharge monitoring reports.
- Determine facility’s compliance with rules and permit conditions.
- Complete reports, such as sewer overflow reports and inspection and warning letters.
· Perform IPDES compliance enforcement activities:
- Evaluate compliance and recommend solutions to discharge noncompliance events.
- Initiate enforcement actions when appropriate.
- Prepare documentation for enforcement referral actions when necessary.
- Participate in enforcement negotiations.
· Perform IPDES compliance assistance activities:
- Provide technical assistance to enhance and promote compliance.
- Review preliminary draft IPDES permits as assigned.
- Conduct permit hand-offs for new or modified permits.
- Participate in developing and enhancing statewide IPDES Program elements.
· Perform IPDES Program support:
- Maintain working knowledge of the IPDES rules.
- Provide timely updates and status reports to the IPDES Compliance Supervisor and Wastewater Compliance and Enforcement Supervisor.
- Participate in ongoing discussions to improve customer service in the IPDES program.
- Act as a Quality Assurance Officer for regional project plans.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Desired Specialty Minimum Qualification
Communicate effectively and professionally using appropriate medium for the message and be able to adapt communication style to the situation, strong technical writing skills, team player, ability to work in fast-paced work environment and juggle multiple tasks at once.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Some travel may be required.
• Must have a valid driver's license
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 50 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Must be able to wear a respirator
• Ability to work on elevated instrument platforms, ladders, etc.
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas
• May come into contact with hazardous waste/materials.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance
