The Division of Licensing & Certification is currently accepting applications for the position of Health Facility Surveyor for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICFs/IID) and Psychiatric Residential Treatment Facilities (PRTFs). This position will investigate and ensure compliance with Medicare, Medicaid, and state licensure laws, regulations, and policies in matters related to health facilities meeting building codes, the number and quality of staff, related policies and procedures, and that quality health care is provided for the public. Note: Incumbents in these positions travel extensively throughout the state and may be gone as much as 50% or more of their work time, including overnight stays. All positions require travel. This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:

• Ensure compliance with outcome-oriented regulations, which requires surveyors to select a sample of the client base. 
• Assess each client's health, social, emotional, rehabilitative and habilitative care needs. 
• Observe facility staff and others providing services to clients. 
• Conduct interviews and determine through professional judgment if the facility/provider is meeting the clients' needs in accordance with the stated regulations and health care standards. 
• Use critical thinking skills and professional judgment to determine if the facility is meeting clients' needs in accordance with the stated regulations and healthcare standards. 
• Write reports that are clear, concise and legally defensible.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. • Experience in methods of negotiation and public relations. Typically gained by at least six months experience.
• Experience preparing oral and written reports. Typically gained by at least six months experience preparing oral and written reports. 
• Experience operating a personal computer. Typically met by at least six months of experience operating a personal computer as an integral part of the job. 
• A valid drivers license. 

SPECIALTY MINIMUM QUALIFICATIONS:

• This position requires one of the following: Meeting the qualifications as a Qualified Intellectual Disabilities Professional per 42 CFR 483.43; OR, Licensure as a Registered Nurse or state licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418; OR Licensure as a Social Worker in accordance with Idaho Code 54-32. Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

• Some experience delivering behavioral health services to children and adults. Typically gained by one year of experience in this area.
• At lease one year of experience providing medical care in a health care delivery system.( e.g., and institution, ICF/IID, clinic, or office setting, either military or civilian). Typically gained by at least one year working in such a setting.
