The Idaho Department of Labor Appeals Bureau has an exciting opportunity for a full-time Hearing Officer. This position is responsible for conducting telephone hearings and issuing timely written decisions in accordance with Federal guidelines.

This position may have the ability to telecommute, with some travel for training will be required.

Example of Duties

  • This position will plan, schedule and conduct administrative hearings in accordance with state and federal law.
  • Involve extensive research and case study. 
  • Establishes guidelines and explains legal standards.
  • Elicits testimony and argument.
  • Rules on admissibility of evidence, requests for subpoenas, continuance, dismissals, objections, postponements, and other actions as requested.
  • After analysis of documents, testimony, relevant evidence, regulations, law and precedent decisions, the incumbent will prepare a written decision and rationale supporting that decision.
  • The incumbent provides technical expertise on hearing procedures and may be required to make presentations to employer groups as well as the public on a specific area or areas of law.


MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position.  Some knowledge of:

  • Administrative hearing procedures -Typically gained by at least one (1) year work experience with administrative hearing procedures OR six months of work experience AND six (6) semester hours of college coursework where the administrative hearing process was clearly emphasized.
  • Rules of evidence and due process-Typically gained by at least one (1) year of work experience with rules of evidence OR six (6) semester hours of college coursework where the rules of evidence were clearly emphasized.

Experience:

  • Interpreting and applying laws, regulations and guidelines -Typically gained by at least one year of work experience interpreting, applying and explaining complex information such as policies, procedures, regulations or laws to customers and helping them understand how the information applies to their situation.
  • Analyzing and evaluating facts, legal documents and records and drawing conclusions - Typically gained by at least one year of work experience preparing written statements of facts and conclusions.
  • Preparing written statements of fact and conclusions - Typically gained by at least one of work experience preparing written statements of facts and conclusions.
  • Questioning individuals to elicit facts - Typically gained by at least one year of work experience questioning individuals to elicit facts.


Preferred Qualification:

  • Some knowledge of the Unemployment Security Law -Typically gained by at least six (6) months work experience with the Idaho Unemployment Security laws and regulations.
