Southwest District Health (SWDH) is recruiting a Financial Specialist to join the dedicated group of public health professionals in the Finance Unit within the Division of District Operations.

As a Financial Specialist and public health employee, you will serve an active role in improving the health of your community. As part of a small, but mighty team, you will use financial principles and practices inclusive of strong bookkeeping, research and analytical skills to prepare, reconcile, and balance financial transactions and documents. Provide support to the Finance department, through activities in purchasing, payroll, billing, asset management, annual inventory coordination, and federal reporting and draw downs. This role serves as the Central Payroll Officer (CPO) for the district and is responsible for training new employees in accessing electronic time sheets, while also collaborating closely with supervisors and staff.

Our generous benefits package boosts total compensation for full-time Financial Specialist, transforming the base pay range from $25.79 - $30.34/hour to an estimated total compensation value, including benefits, of $37.79 - $43.35/hour, showcasing our investment in your well-being and professional growth.


Typical Duties:

Candidates must be able to complete the essential job functions with or without reasonable accommodation and meet all the mandatory qualifications of the position.

  • Completes data entry for summarizing project account codes, vendors, interagency contract billings, and adjusting entries.
  • Processes client refunds, warrant issuance, cancellations, and unredeemed warrants with the State Controller’s Office.
  • Verifies bank deposits and reconciles cash and travel bags daily, maintaining appropriate funds for department needs.
  • Receives, reviews, and reconciles PCards transmittals, providing first-level approvals for the district.
  • Monitors asset management, including asset tracking, inspections, disposal, and depreciation calculations.
  • Conducts annual inventory and provides monthly inventory updates.
  • Facilitates Federal Finance Reporting for direct federal grants and manages grant billing, drawdowns, and reporting using the Payment Management System.
  • Provides guidance to the Grant Writer on grant requirements and allowability.
  • Performs all payroll time and attendance functions, ensuring accuracy and compliance with payroll schedules.
  • Coordinates with the Financial Officer and supervisors on leave without pay, administrative leave, and accrual issues while training a backup payroll processor.


Minimum Qualifications:

You must possess all the minimum qualifications listed below to qualify for this position. Minimum Qualifications (MQ):

  • Good knowledge of accounting principles and practices, typically gained by either a closely related bachelor's degree, 2-4 upper division college courses related to the subject and 2-4 years of mid-level work experience closely related to the subject, or a combination of coursework and experience that represents the knowledge level above.

MQ Specialty:

  • Valid Driver’s License
