The new Office of Program Integrity (OPI) in the Department of Health and Welfare (DHW) is hiring for an OPI Supervisor and is building an inaugural team of three to lead the important work of internally examining and evaluating the department’s program integrity located at our downtown Boise office. The OPI team will consist of a supervisor, one principal evaluator and one senior evaluator. At OPI, incumbents will serve DHW and the people of Idaho by being key players in ensuring our work is credible, responsive, efficient, and effective and programs operate within regulatory and legislative requirements. OPI functions independently within the department, reporting to the Bureau of Compliance and is dedicated to promoting confidence and accountability in state government. 

OPI will conduct independent complex evaluations with care and confidentiality that consider a wide range of program work and perspectives. By working collaboratively with programs to strengthen regulatory compliance, evaluate the efficiency of program operations, and guide staff, the OPI team will help achieve department objectives. Successful candidates will demonstrate leadership and possess excellent communication skills and judgment to meet project objectives. Candidates must have the ability to establish and maintain effective working relationships with DHW programs and other stakeholders. This OPI supervisor will demonstrate leadership, and a strategic vision including integrity, accountability, and excellent communication skills.

EXAMPLE OF DUTIES:

  • Manage the day-to-day operations and strategic development of the OPI unit, providing clear direction and ensuring OPI’s cohesive compliance within the programs of all applicable policies, procedures, rules, standards, and guidelines, fostering and maintaining effective working relationships. 
  • Oversee the effective progress and development of OPI’s high-quality evaluations, develop and improve resources to clarify best practice and serve as an escalation point when problems arise. 
  • Formalize evaluator’s reports ensuring recommendations in change management strategy, to include process improvement, policy and procedures and identified inefficiencies, are shaped and translated into actionable insights to effectively communicate technical findings for written and oral presentation to leadership. 
  • Define and design the framework and approach for evaluations, assessments, and studies from inception to final delivery, including developing research questions, methods, and protocols in addition to scoping, planning, and implementing data collection development and assign accordingly. 
  • Under the direction of the Chief of Compliance, will provide management, senior and executive leadership and stakeholders with project status updates, feedback, and appropriate reporting on key responsibilities and objectives. 
  • Support, monitor, review and approve evaluator reports of findings and identify errors or issues. 
  • Direct quality control and innovation in an evaluation and research context of managing change to assure accuracy and validity of results in reports. 
  • Develop, implement, and maintain budgetary and resource allocation plans. 

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Considerable knowledge of modeling and trend analysis and simulation techniques. Typically gained by completion of at least two semesters of college level statistics in modeling, trend analysis and simulation techniques, AND at least two years of relevant practical experience and training in those areas OR at least three years of relevant practical experience and training in those areas OR Experience or a combination of coursework and experience that represents the knowledge level above.
  • Good knowledge of supervisory practices. Typically gained by at least one year experience performing as a supervisor which required work assignment, direction and monitoring staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations and handling problem-solving procedures OR completion of a class or seminar (more than one day) specifically covering supervisory practices PLUS at least 6 months experience performing as a full supervisor OR completion of 6 college credit hours of courses or seminars covering the essential elements of management (planning, organizing, leading and controlling).
  • Experience planning, developing, and implementing complex research and statistical projects and presenting the results. Typically gained by at least one year of work experience planning, developing, and implementing complex research and statistical projects, and presenting the results. Experience should include independently identifying or defining the scope of the project; analyzing the problem requiring research and statistical analysis; developing the research project; and implementing and presenting the research results. 
  • Experience using and interpreting output of a statistical analysis software package. Typically gained by at least one year of experience using and interpreting statistical output from a statistical analysis software package (e.g. SAS, SPSS, STATA, Number Cruncher, Excel, Minitab, etc.). 

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Good knowledge of evaluation or auditing principles, procedures, and quality control measures.Typically gained by three or more years of professional work experience performing auditing that included evaluation and research, preparing, and evaluating data and reports, providing consultation and recommendations.
