We are seeking someone to join our team as a Grants & Contracts Officer located at our Office of Highway Safety (OHS) which is located at the headquarters office in Boise. We are seeking a candidate who is highly motivated, customer service focused and detail oriented to fill this position. This position will be the primary Grants/Contracts Officer with responsible for administering the OHS electronic grant (e-grant) software system that manages federally funded statewide highway traffic safety grants for behavioral projects Under 23 CFR 1300 Uniform Procedures for State Highway Safety Programs. This position will be the e-grant system “Superuser” and ensure that all grant agreements/contracts, documentation, budgets and reports administered within the e-grant system are monitored in compliance with all state and federal requirements. This position is also required to travel statewide to provide e-grant system training for sub-recipients related to highway safety behavioral projects. The selected applicant will collaborate and work with internal and external customers and partners including but not limited to the National Highway Traffic Safety Administration, Federal Highway Administration, state and local law enforcement, and a wide range of community partners. 

This position requires strong emphasis and proficiency in a variety of electronic databases and programs, monitoring project budgets, and the ability to communicate clearly and concisely with a variety of audiences statewide. The successful applicant will need exceptional organizational skills with demonstrated experience maintaining order in a fluid and vibrant environment.

EXAMPLE OF DUTIES

  • Proficient in working with electronic database systems and having a working knowledge of programming in HTML would be an advantage but not required.
  • Coordinate and manage e-grant system updates and scheduled maintenance with contractors.
  • Assist grants officers with developing, managing, monitoring, and setting up grant budgets and agreements/contracts in the e-grant system in compliance with state and federal requirements including 23 CFR Part 1300 and all associated regulations.
  • Coordinate e-grant budget balances with internal and external grant budget tracking systems.
  • Monitor grant program and sub-recipient documentation for required federal award details, naming conventions, reporting, and eligible use activities related to specific grant funding type.
  • Prepare project reports required under 23 CFR Part 1300 as directed by the Triennial Highway Safety Plan and the Annual Grant Application.
  • Ability to research, interpret and implement grant funding eligibly requirements independently.
  • Create content for newsletters, websites, social media, and blogs.

Provide training and technical assistance related to NHTSA grant administration processes and procedures for internal and external stakeholders on OHS grant management software. Training on grant software system use will be conducted by utilizing a variety of training methods, including public speaking, and may require overnight travel.

MINIMUM QUALIFICATIONS

Experience:

  • Developing grants or contracts including identifying goals and timetables and determining program needs and funding
  • Monitoring and evaluating grant or contract activities and expenditures
  • Interpreting laws, regulations, and policies and advising on their requirements
  • Evaluating statistical and financial information and developing reports of findings
