Child Development Specialist _ Parents as Teachers

Eastern Idaho Public Health is seeking a full-time Child Development Specialist to work out of the Rexburg office as part of the Parents as Teachers (PAT) program.

CLASS PURPOSE

To provide Parents as Teachers (PAT) Home Visiting Services to pregnant women, infants, and children up to age 5.

PRINCIPAL ACCOUNTABILITIES/RESPONSIBILITIES

• Deliver culturally sensitive interventions and screenings, primarily in home settings, for families enrolled in the PAT model, targeting pregnant women, infants, and children up to age 5.
• Utilize established curriculum to maintain and organize learning materials, ensuring age-appropriate and developmentally suitable resources for intervention and enrichment opportunities during home visits.
• Administer and score various assessments for children and families.
• Create and maintain detailed documentation of client interactions and compile data for reports.
• Provide information on additional services and resources, assisting families with transitions to other programs as needed.
• Organize and lead group connection sessions and direct group education programs to connect families with community resources and support.
• Participate in community outreach events and collaborate with local businesses and organizations to promote the PAT program and its services.
• Engage in continuous quality improvement through training, improvement meetings, and self-guided professional development.
• Actively promote the services offered by the Health District to maximize public health impact.
• Adhere to the Eastern Idaho Public Health (EIPH) Employee Handbook and Values Statement.
• Emergency Response Role: Employees of Eastern Idaho Public Health have an "Emergency Response Role" and may be required to respond to public health emergencies per the District’s Public Health Preparedness Plan. This may include working extended shifts, nights, or weekends and performing duties outside of daily responsibilities. Employees will not be asked to perform tasks for which they are not trained or qualified.

MINIMUM QUALIFICATIONS

• Bachelor’s or master’s degree in one of the following or a closely related field: family and human development, special education, elementary education, speech-language pathology, early childhood education, physical therapy, psychology, social work, nursing.

OR

• Associate's degree in one of the above-listed fields with an agreement and demonstrated ability to complete a minimum of 24 credits covering required Early Childhood Special Education (ECSE) standards within three years.
• Valid Idaho driver’s license.
• Successful completion of a background check prior to employment.

PREFERRED QUALIFICATIONS

• Spanish bilingual preferred.
• Strong communication and interpersonal skills.
• Ability to establish rapport with families and empower them by building on their strengths.
• Strong organizational and record-keeping skills.
• Ability to work independently and stay self-motivated.
• Proficiency in computer skills.
• Bilingual
