The Idaho Department of Health and Welfare is seeking a Training and Development Manager to oversee the Child, Youth, and Family Services’ Training unit. This unit is within the Support Systems Bureau that will primarily be responsible for training and curriculum development and delivery; technical program assistance; and quality assurance to ensure consistent implementation of practice in service delivery models. This position will work collaboratively with the division’s policy, automation, and data programs as needed to accomplish division priorities and responsibilities. The incumbent should possess exceptional leadership abilities; knowledge of training and implementation practices, critical thinking skills; communication and interpersonal skills; problem solving skills; project management experience; and systems-thinking and team learning competencies.

This position may be eligible for telework after successful completion of probation and necessary training.

 EXAMPLE OF DUTIES:

  • Manage and lead training, staff development, and implementation needs in Child, Youth, and Family Services (CYFS).
  • Coordinate statewide training and staff development needs for CYFS, and lead implementation of business practice changes - specifically related to child welfare processes.
  • Serve in a leadership role with regional, field, and business office team members to identify and communicate needs, formulate recommendations, and anticipate impact and the need for training modifications.
  • Manage planning with regional, field, and business office staff to meet training and implementation needs for business changes and staff development.
  • Develop training objectives and evaluation tools to ensure quality outcomes.
  • Develop curriculum related to business practice implementation for child welfare practice and other programs in CYFS, when appropriate.
  • Develop training and implementation strategies that will effectively communicate and implement changes within field operations statewide to ensure consistent practice and effective understanding by staff in the field.
  • Coordinate and oversee Continuous Quality Improvement activities.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Considerable knowledge of learning theory. Typically gained by completion of college degree core requirements (to include 400 level coursework) in the area of instructional technology or a very closely aligned program providing a strong theory base in the field of training and development; OR approximately two years of experience actually providing training AND completion of approximately 40 hours of trainer development coursework or workshops covering the specifics of trainer development including: adult learning theory; training needs assessment; development of training objectives; course or curriculum design; presentation skills and training evaluation techniques. 
  • Considerable knowledge of organizational behavior. Typically gained by completion of a Master’s degree with an emphasis in organizational development; OR successful completion of two or more upper division college courses where organizational development/behavior was the prime focus, and two or more seminars specific to the subject area totaling approximately 60 hours, AND approximately one year of experience performing organizational consultation, diagnosis, and intervention. (Qualifying courses or seminars should cover organizational theory and behavior, group dynamics, strategic planning, organizational change, and/or organizational structures.) OR by approximately two or more years of experience which included responsibility for working with diverse organizational and employee groups; budgeting; planning; training; and consulting with managers.
  • Good knowledge of management practices. Typically gained through successful completion of college-level management coursework equivalent to “Management and Organizational Theory,” “Personnel Administration,” and “Organizational Behavior” (that cover the five elements of management: planning, organizing, staffing, directing, and controlling) OR at least two years of management experience where responsible for all five elements of management or responsible for advising management in all five areas.
  • Experience performing needs assessments, developing training objectives, designing and developing coursework and evaluating the course. Typically gained by demonstrating at least one year experience developing more than one type of training. Describe how you developed appropriate training for at least three different programs with differing subject matters and learning objectives. Please address the methods you used to evaluate the effectiveness of your training.
  • Experience facilitating learning and development to adult groups in structured learning situations. Typically gained by completion of core requirements for a degree in instructional technology or or closely aligned program, i.e., adult education, educational technology, performance technology among others AND a minimum of 40 hours of instruction presenting training to adults; OR through actual experience presenting approximately 100 hours or more of training to adult (18 years plus) groups in structured learning situations. Please describe the courses you have trained in and the depth and breadth of your background.
  • Experience using a variety of training and facilitation methods. Typically gained by at least one year of experience using at least THREE different training methods or strategies such as role-play or lecture in the instructional environment. You must include rationale for determining the strategy appropriate to a specific training objective. (Use of flip charts or similar aids is not qualifying.)

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience managing and improving program development and performance. Typically gained by at least one year’s experience managing and observing Program performance and subsequently creating and implementing changes to improve Program performance.
  • Experience planning and directing statewide training and development programs based on needs assessment, operational analysis and management consultation. Typically gained by at least one year of related experience.
