Do you have personal or professional experience within or in support of programs serving youth and families and /or the child welfare system? The Idaho Department of Health and Welfare, Child, Youth, & Family Services (CYFS) has an opening for a Programs Bureau Chief in our downtown Boise location. This position will serve as a member of the CYFS leadership team and will provide direction for assigned statewide programs in support of the Department’s mission, vision, and values. We are searching for an amazing individual with extensive experience in program management, contract/budget management, and quality improvement, as well as excellent communication and interpersonal skills. This position will support the Infant Toddler Program, which coordinates early intervention for children from birth to 3 years of age, that have a developmental delay or disability, and the Idaho Childcare Program. These programs are vital to the well-being of Idaho's children.

This position is not eligible for telework.

EXAMPLE OF DUTIES:

  • Assures that program implementation is within allocated resources.
  • Provides management oversight and/or review of contracts, grants, and other business documentation to ensure compliance and the evaluation of controls and deficiencies are identified.
  • Provides direction to staff and advice to management on compliance with existing laws, policies, and business standards.
  • Ability to understand and apply knowledge of federal and state laws and regulations governing Early Intervention (ITP), Idaho Childcare programs (ICCP), Head Start collaboration, and relevant funding sources.
  • Evaluates and improves service programs consistent with quality improvement principles and practices to maintain compliance with state and federal laws and regulations and ensures consistent application across all regions of the state.
  • Supervises staff to include hiring, training, evaluating performance, and handling disciplinary issues.
  • Seeks opportunities for cooperation, collaboration, partnership, and integration with other programs and efforts to build working relationships with internal and external customers.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Good knowledge of management practices. Typically gained by completion of at least two, three-credit college level management courses equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management - Controlling, Leading, Organizing, Planning, and Staffing) AND at least two years of experience in a supervisor/management role for professional staff OR at least three years of experience managing a major program and providing leadership of professional staff.
  • Experience developing and administering policies, procedures and a program budget. Typically gained by experience developing and recommending regulations, policies and procedures. Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts, and/or working with personnel, operating, and capital budget, typically for a period of at least two years.
  • Experience implementing organizational change within a service delivery program. Typically gained by at least two years of experience in a management, supervisory, or consulting role implementing projects to meet special needs, incorporating tasks, and methods to implement change.
  • Experience applying measurement processes/methods for assessing program outcomes or progress toward goals. Typically gained by at least one year of experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience.
  • Experience preparing and presenting oral presentations to groups. Typically gained by at least one year of experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral. Take into account audience size, topic, length, and frequency of the presentations. One-to-one training is not qualifying.
