The Idaho Department of Health and Welfare, Division of Medicaid, is currently seeking a Medicaid Recovery Officer to support the Financial Recovery Unit and work independently with a team for the Estate Recovery Program. The primary purpose of this position is to recover correctly paid medical assistance costs from the estates of qualifying Medicaid recipients. Successful candidates must display reliability, excellent communication skills, attention to detail, a high level of professionalism, and the ability to successfully coordinate and complete multiple tasks. This position is located in the Bureau of Financial Operations in Boise’s Central Office. Candidates may request to telework part time upon successful completion of probation, but the option is only available in the state of Idaho. No out-of-state telework requests will be approved.

As a Medicaid Recovery Officer, you will work a caseload independently and work directly with internal and external customers via email, in-person and virtual meetings, and phone calls.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:

  • Determines appropriate collection techniques for recovery of Medicaid funds from sources other than private insurance carriers.
  • Audits records of Medicaid and third-party payments and medical treatment to determine the extent of medical obligation.
  • Contacts obligers to solicit voluntary payment of medical obligations.
  • Identifies deceased Medicaid recipients over age 55 and any estate resources for recovery of Medicaid funds.
  • Files and follows up on claims against estates.
  • Obtains information from estate representatives, courts, and Department records.
  • Analyzes cases to determine cost-effectiveness of recovery effort.
  • Negotiates repayments with obligers and confers with legal counsel in collection and enforcement of court orders.
  • Maintains case records and documentation.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of case collection management and control methods. Typically gained by formal training specific to determining appropriate collection interventions for cases and determining which cases should be collected more aggressively than others. 
  • Experience using legal documents to obtain judgements, execute liens, release confidential information and initiate legal action; interviewing to elicit sensitive information; contacting others by telephone to request payment on accounts; applying laws, regulations, and policies. Typically gained by at least six months of experience where these were delegated responsibilities. Work experience must include interviewing others to obtain information not readily available through questionnaires, etc. i.e. medical or financial information. Experience must include applying laws, regulations, and policies; general knowledge obtained by coursework will not be considered. Experience using a telephone for account collections must have been a regular responsibility. (This experience does not include salesclerks that call about past due bills or insufficient fund checks.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience working with legal and financial documents, and solicitation of confidential information. Typically gained by six months of professional work experience where this was part of the job responsibility. 
  • Experience working with real estate transaction documents, liens, and valuations. Typically gained by at least 6 months of professional work experience where this was part of the job responsibility. 
  • Experience in estate planning, probate or elder law. Typically gained by six months of professional work experience where this was part of the job responsibility. 
  • Experience performing computerized records research in multiple proprietary and commercial systems. Typically gained by six months of professional work experience where this was part of the job responsibility.
