The Idaho Transportation Department (ITD) is currently hiring a Financial Specialist, Principal in Financial Services General Ledger office at the Boise Headquarters.

The incumbent will use accounting theory and practice to ensure the agency applies Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards correctly and consistently. A successful candidate for this position will be a creative problem solver that also takes initiative to see problem resolution through to completion.

NOTICE: This position requires a background investigation before a final job offer is made.

EXAMPLE OF DUTIES

  • Report writer using SAP BusinessObjects Business Intelligence (BI) software;
  • Develop and maintain reports utilizing enterprise resource planning (ERP) financial and human resource software application data to analyze, research, and provide stakeholders with the information to make decisions;
  • Participate in developing policies and procedures for financial reporting systems and conduct research into the financial needs of ITD;
  • Supervise staff responsible for general ledger functions;
  • Review and approve monthly financial reconciliations;
  • Direct the preparation of various financial documents, reviewing and approving final products;
  • May audit financial data for completeness and compliance with Federal and State laws and regulations;
  • Review and approve GAAP closing packages for ACFR;
  • Respond to audit requests and inquiries from federal or state auditors;
  • Design, modify, and implement financial accounting systems or has a significant role in their development;

MINIMUM QUALIFICATIONS

  • Good knowledge of accounting principles and practices

Experience: 

  • Developing and preparing financial documents;
  • Using a personal computer to develop, analyze, and report on financial data 
  • Analyzing financial activities and recommending management action 

 PREFERED QUALIFICATIONS

  •  Bachelor's degree in Accounting, Finance, or related field with minimum of 20 semester hours of accounting and three years' experience in financial reporting and a working knowledge of generally accepted accounting principles.
  • Ability to establish a clear vision for tasks within the position’s responsibility and guide staff towards efficient implementation.
  • Must be able to effectively communicate both orally and in writing.
  • Experience leading a team to collaboratively solve problems.
  • Experience in implementing business process improvements.
  • Strong written and verbal communication skills
  • Perform financial analysis using 4th generation query tools (e.g., Business Objects, SAP, Cognos).
  • Evaluate financial systems, prepare reports of findings, recommend actions, and implement change.
  • Use accounting theory and practice to ensure adherence to GAAP and Governmental Accounting Standards.
  • Experience gathering data from multiple financial systems, analyzing data, integrating data, and validating data for accuracy and developing reports/inquiries to aid with process improvements and making informed business decisions.
