We are seeking someone to join our team as a Grants & Contracts Officer located at our headquarters office in Boise. We are seeking candidate that is highly motivated, customer service focused and detail oriented to fill this position. This position is responsible for statewide procurement/solicitation of design related services relevant to highway projects. Using Qualification Based Selection (QBS) procedures, the individual will be responsible for developing/preparing, coordinating, and executing various agreements/contracts for our internal and external statewide customers and partners. This position will ensure that all agreements/contracts are in compliance with all state and federal requirements. This position is also responsible for developing/preparing all statewide State/Local Agreements related to highway projects as well as Road closure and Maintenance Agreements and Cooperative Agreements. The selected applicant will collaborate and work with internal and external customers and partners including but not limited to the Federal Highway Administration, Local Highway Technical Assistance Council and Ada County Highway District. 

This position requires strong emphasis on customer service, procurement and agreement/contract development expertise, and the ability to communicate clearly and concisely with a variety of audiences. The successful applicant will need exceptional organizational skills with demonstrated experience maintaining order in a fluid and vibrant environment.

EXAMPLE OF DUTIES:

  • Develop/Prepare agreements/contracts for professional services in compliance with state and federal requirements including 2CFR200 and 23CFR172. 
  • Develop/manage and administer procurement/solicitation processes for statewide use. 
  • Provide technical expertise statewide in the areas of professional service agreements, State/Local Agreements, Road Closure and Maintenance agreements and Cooperative agreements and agreement management and best practices.

Provide training and technical assistance related to Consultant services processes and procedures, to internal and external stakeholders. Training will be conducted by utilizing a variety of training methods, including public speaking.

MINIMUM QUALIFICATIONS:

Experience:

  • Developing grants or contracts including identifying goals and timetables and determining program needs and funding;
  • Monitoring and evaluating grant or contract activities and expenditures;
  • Interpreting laws, regulations, and policies and advising on their requirements;
  • Evaluating statistical and financial information and developing reports of findings.
