The Division of Medicaid has an exciting opportunity for a forward-thinking, innovative Program Manager to lead our enterprise systems analysts that support the Medicaid Management Information Systems (MMIS) Bureau located in downtown Boise. This position will work with the staff, state counterparts and vendors to provide business analysis expertise in developing solutions to achieve the goals of the Medicaid program. Within the systems development life cycle, the Program Manager will take an active role in the business and technical aspects of design and problem resolution and act as a liaison between the program and stakeholders. 

This is an opportunity for a self-directed professional with problem-solving skills and experience in managing multiple programs, supporting modular reprocurement activities; and applying measurement processes/methods for assessing program outcomes or progress toward goals. We are seeking a leader who has strong interpersonal, communication and leadership skills.

EXAMPLE OF DUTIES:

  • Oversee team that analyzes, plans, coordinates, and supports the development, modification, and implementation of the automated system for the Medicaid Management Information System (MMIS)
  • Coordinate the elicitation, documentation, review, and approval of business and requirements from key stakeholders using industry standard methods.
  • Analyze and build process models and technical specifications describing as-is and to-be systems for business processes and documenting them in business requirements documents and context diagrams.
  • Develop and present justifications for system or business process requirements.
  • Evaluate and provide feedback on vendor deliverables and/or artifacts throughout the project life cycle.
  • Create or improve templates for the business analysis functions; support internal teams and offer solutions that meet changing business needs.
  • Test new applications to ensure all requirements are satisfied, including validation of project requirements, designs, estimates, test plans and test results, documentation, communications, and transition plans.
  • Supervise, coach and mentor MMIS business analysts and contract staff.
  • Support team that works with the MMIS vendors and internal business units to implement system changes and necessary projects that require compliance with federal and state changes.
  • Participate in project meetings and calls with State and vendor staff.
  • Ensure successful working relationships, by mediating and negotiating conflicts or agreements between internal and external organizations or individuals.

MINIMUM QUALIFICATIONS:

You must possess all the minimum and specialty minimum qualifications below to pass the exam for this position.   • Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role. 

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants. 

  • Good knowledge of project management and/or organizational change management. Gained by at least two years' experience where resource management, relationship management, project management, and process management were key responsibilities. Education and/or experience in development and implementation of organizational management and/or change.
  • Experience developing, negotiating, and evaluating business requirements, presenting information, and leading stakeholder groups. Gained by at least two years of experience collecting business rules and requirements, developing system requirements, and working with vendors to develop the functional requirements to bring the business needs to fruition.
  • Good knowledge of the design, capabilities, operations and federal certification requirements for integrated automated systems currently used by Medicaid programs and their interfacing automated systems. Gained by at least three (3) years of related experience. 
  • Experience working in a health care delivery or health care payer system. Gained by at least three (3) years of professional experience.
