Summary:
To provide leadership of human service programs within a designated area of the state in support of the Department's mission, vision and values; perform related work.
Job Responsibilities:
Managers in this classification provide clear focus and direction for staff and leadership to ensure a sustainable and integrated services system for family and children's services, mental health and/or developmental disabilities programs. They hire and direct program supervisors; identify, develop, implement and evaluate program operations, partnerships and cooperative relationships; assess program needs and establish program models, practices, program plans and objectives that position their program operations to support Department strategic goals and objectives. These managers direct staff in program operations, treatment and service philosophies, modalities, and methods. Incumbents develop and manage budgets and possibly grants, ensure program integrity, compliance with requirements, and that program funding is not in jeopardy. They evaluate program efforts and maximize use of program resources to support program quality and innovation. Relationships are critical to the success of these managers including relationships with other programs, managers, stakeholders, the public, customers and service providers. Critical competencies for success: Critical and systems thinking; vision; measuring program outcomes; utilizing and modeling learning organization principles in program leadership and problem solving; listening; clear, persuasive and convincing communication; providing clear focus and direction; confronting difficult issues; solving complex problems; budgeting; collaboration; partnering; presenting the Department's interests in a variety of settings and with various entities including the media, public, stakeholders, other agencies and officials.
