Knowledge, Skills and Abilities (KSAs)
Applicants must have 24-months of specialized experience performing related to the duties as specified below. (1) Thorough knowledge of the proper technical and safety practices relating to HVAC/R equipment, fire alarm systems, and electrical systems.
(2) Knowledge of ASHRAE, EPA regulations, NFPA, and NEC.
(3) Skill and ability to read and interpret electrical schematics, mechanical diagrams including complex automated system drawings. Organize and develop documentation (specifications, schematics, and procedures).
(4) Ability to safely use hand and power tools and computer interface equipment associated with controls.
(5) Skill and ability to troubleshoot and repair complex systems such as large air conditioning and refrigeration units, compressors, pumps, electrical motors, variable speed drives and diagnose complete system problems.
(6) Ability to program application specific controllers and ancillary devices. Setting up and programming system supervisory controllers and front-end equipment, including, but not limited to, block code and graphics.
(7) Ability to be effective and efficient in organizing, planning and scheduling projects. Ability to write reports, use trend data to determine problems or energy management issues and communicate with personnel in the engineering field.
(8) Ability and skill to proficiently estimate labor-hours and materials accurately for various jobs using acceptable estimating standards.
(9) Ability to operate computers using Windows based programs, EMCS programs, and specialized programs interfacing with equipment. Proficient in Microsoft Office: Word, Excel and Outlook.
(10) Working knowledge of function, operation and servicing procedures for various HVAC equipment, including data centers, chillers, boilers, VRF systems and air handling equipment.

JOB TITLE: CONTROLS TECHNICIAN

INTRODUCTION: This position is assigned to the Base Civil Engineering (BCE) Shop, 124 Civil Engineer Squadron (CES), Idaho Air National Guard (IDANG); duty location is Gowen Field, functioning within the State of Idaho – Military Division. The primary purpose of this position is to provide services involving installation, recurring maintenance, evaluation, modification, monitoring, and repair on Energy Monitoring and Control Systems (EMCS), Desigo DDC network, fire alarm systems, and other computer interfaced equipment and control systems.
DUTIES AND RESPONSIBILITIES:
1. Installs, troubleshoots, maintains, calibrates, tests and repairs EMCS and control systems involving Direct Digital Control (DDC). Maintains components of EMCS that include the base computer and program, fiber optic cable and interfaces, building panels, and other components. Understands the EMCS program (currently Siemens APOGEE PPCL, Siemens Desigo) to modify without creating problems. Writes code in the EMCS to improve energy efficiency, scheduling, monitoring, and data collection. Test and adjust instruments to accommodate critical tolerances and accuracies. Develops and recommends actions necessary to eliminate Indoor Air Quality (IAQ) problems by utilizing EMCS, control systems, and HVAC/R systems.
2. Works with the Energy Management Officer, Facility Manager, and Engineering developing energy projects and plans to meet mandatory DOD energy guidelines. Assists in contract monitoring specifically with interfacing with CE’s DDC network. Coordinates with Civil Engineering Technical Services Center (CETSC) for energy audits, energy upgrades, utility metering upgrades, and other energy support. Generates reports on energy trends, usage, and anomalies. Maintains utility tracking datasheets.
3. Develops and integrates effective resolutions using expert knowledge of control, HVAC/R, and EMCS systems. Serves as a lead worker when placing into service new electronic or digital control systems or when existing systems undergo major modifications. Performs operational tests and improvises procedures to remedy defects. Works on a variety of control instruments from various manufactures. Assists, prepares, and submits formal reports on EMCS equipment system condition, reliability, repairs, or modifications required. Keeps records of completed modifications, results of testing conducted, equipment condition, and repair costs. Maintains software interface with equipment and controls including DDC systems, chillers and boilers. Requires constant awareness and use of technological changes in electronic applications and theories and provides technical guidance and assistance to other skilled personnel.
4. Interprets mechanical and electrical blueprints, engineering and architectural drawings and project specifications; recognizes standard electrical and HVAC symbols used in design; performs material take-off and prepares bill of materials; estimates labor requirements; applies knowledge of industry HVAC standards and electrical codes to prepare layouts, sketches, and technical plans. Has the ability to communicate both verbally and in writing with engineers, equipment vendors, subject matter experts and fellow workers.
5. Safely utilizes and operates tools and equipment commonly associated with HVAC/R equipment and electrical work, and computer equipment.
6. Utilizes a broad range of computer skills including Windows based operations, Siemens Apogee program, Siemens Desigo System (CFMO), Automated Logic WebCTRL system, Integrated Engineering Management System (IEMS), and laptop and handheld computers used to interface and diagnose equipment operation.
7. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security, and workplace safety practices, policies, and regulations at all times. Maintains a safe and drug/alcohol free workplace.
8. Applicable only to PCN 120 assigned to CFMO: Assists Energy Manager, Facility Manager, and Engineering with usage reporting, DDC facility network access problems, Desigo fault log reports, facility trends, usage, and anomalies reports. Works with Design and Construction for installation of new electronic or digital control systems. Utilizes appropriate Journeyman Technicians for assistance when required for specific troubleshooting or repairs.
9. Performs other related duties as necessary or assigned.
SUPERVISORY CONTROLS: Works under general supervision with direction from a State Maintenance Operations Manager and uses applicable regulations, policies and procedures for technical guidance. Work is reviewed for soundness of overall approach and effectiveness of meeting requirements. The incumbent is guided by the general policies, standards, and regulations of the Idaho Military Division (IMD), National Guard Bureau (NGB), as well as various state and federal agencies and laws.
PERSONAL CONTACTS: The incumbent works closely with military, technician, civilian, and contracted personnel of the Idaho Military Division. Incumbent may have personal contact with many individuals at all levels of government and in the private sector.
WORKING CONDITIONS / PHYSICAL EFFORT: Work is performed inside and outside, in inclement or icy weather, with wet and slippery surfaces and in temperature extremes. Subject to dangers from exposure to high noise levels and moving equipment. Physical efforts include climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions. Requires moderate to strenuous physical exertion. Lifts heavy equipment and components weighing up to 60 pounds and with assistance, items weighing over 100 pounds. May work irregular hours. Occasional travel may be required.
