The Idaho Transportation Department is seeking a highly motivated, customer service focused, and detail-oriented employee to fill a Facility Management Contracting Officer (Grants/Contracts Officer) position. The selected applicant will primarily solicit bids, contract for public works to be performed, process financial documents, and work closely with the Program Manager, District Field Representatives, Design Professionals, and various trades of contractors statewide. This position may collaborate with state and federal agencies on facility related activities, requirements and policies and work alongside internal and external stakeholders to contract for building projects throughout the state.

This position requires strong emphasis on customer service, contract administration, and the ability to communicate clearly and concisely with a variety of audiences. The successful applicant will need exceptional organizational skills with demonstrated experience maintaining order in a fluid and vibrant environment. Facility Management Contracting Officers require the ability to coordinate with all levels of office staff, to function well in dynamic teams, and to coordinate with a wide variety of personalities and organizations. 

*This position can be located at any of our District Offices throughout Idaho - Rigby, Pocatello, Boise, Shoshone, Lewiston, and Coeur d'Alene.

Examples of Duties:

  • Research, interpret, and implement building construction documentation.
  • Execute, administer, and monitor contract awards and conduct quarterly and/or annual financial and milestone reporting. 
  • Ability to reconcile project activities to financial reports.
  • Evaluate, review, execute, and monitor agreements for compliance with state requirements found within Idaho Code 67-5711 and Idaho Code 67-2320.
  • Provide technical assistance on capital procurement regulations, development, and contract management. Ensuring compliance with all state and federal rules and regulations on procurement bidding and contract award management per 2CFR200 and Idaho Code.
  • Assist in the development and implementation of goals, policies, and priorities relating to the budgeting, accounting and financial procedures for Facility Management and the Department.
  • Provide training and technical assistance in contract development. Training will be conducted by utilizing a variety of training methods, including public speaking.
  • Perform legal advertisement and conduct public bid openings for construction projects and review. 
  • Advertise and Open public bids for building construction projects and review contract
    packages for compliance with bonding and surety law, naming of specialty areas, verify bidder license, etc. 
  • Use judgment to resolve issues with the contract execution including determination of bid protest merit. 
  • Review justifications for correctness and legitimacy as part of the award/reject analysis. 
  • Consult with Program Manager as necessary to resolve or clarify justifications.
  • Answer questions regarding addendums and postponements including providing guidance when they should be done or avoided.
  • Code invoices and ensure compliance with contract deliverables and language.
  • Upload documents to SharePoint and Facility Management folders. This includes bid dates, award dates, contractor info, etc.
  • Update project data on all websites, external and internal sites related to bidding. This includes but is not limited to: bid results (status notification for bidders), contract award status, and contract awards.

Experience:

  • Developing grants or contracts including identifying goals and timetables and determining program needs and funding;
  • Monitoring and evaluating grant or contract activities and expenditures;
  • Interpreting laws, regulations, and policies and advising on their requirements;
  • Evaluating statistical and financial information and developing reports of findings.

Desirable qualifications: 

  • Experience in working with state and federal grant regulations;
  • Ability to analyze and review financial data to determine applicability and eligibility under federal and state financial guidelines;
  • Experience with procurement procedures and working with stakeholders to define scopes of work, milestones and program needs;
  • Demonstrated ability to effectively manage multiple projects at a time, with a variety of stakeholders and end users.
