The Division of Welfare has an exciting opportunity for a Management Analyst Senior to serve as a User Acceptance Tester in the Bureau of Automation Integration. This position will perform user acceptance testing as determined by business initiatives and priorities to determine the impacts of automation changes on staff, customers, and operations. This position works adjacent to our automation development teams, so while some technical skills are helpful, it’s most important for us to find someone with a strong project and customer focus.
Incumbents will ensure high-quality automated tools and process developments effectively maintain and improve operational supports for Benefit staff and customers. We are seeking applicants who are strong collaborators and have critical thinking skills, developed interpersonal skills, strong written and verbal communication skills, problem solving abilities, and process and management analysis skills.
This position is based on the needs of our development cycle and will include the occasional night and weekend responsibilities for testing. This is a statewide position, and the location of this position will be based on the applicant selected and business need.
This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:
- Develop and document realistic and relevant test criteria and conduct/oversee testing for Benefit features and production support enhancements.
- Perform complex program analysis; evaluate, recommend, and plan actions to create solutions or functions in Welfare automated systems.
- Identify cases meeting specific test criteria and ensure cases cover all testing criteria.
- Perform user acceptance testing as determined by business initiatives and priorities to determine the impacts of automation changes on staff, customers, and operations.
- Perform testing in IBES, ETS, PDAP, other interfaces, and other automated tools, and produce process workflows to ensure information to be rolled out meets automation requirements.
- Document test results, analysis, issues, and recommendations quickly, accurately, clearly, and concisely.
- Participate in a team of individuals in the Automation Integration Bureau functioning as Management Analyst Senior supporting development in several large automated systems within the Division of Welfare to ensure business coordination, alignment, and priorities drive automation development.
- Provide recommendations on viable improvements in automation development strategies and methods.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. - Good knowledge of management practices. Typically gained by completion of two college courses that included all the essential elements of management (Planning, Organizing, Leading and Controlling) OR at least one year of experience in a job situation with responsibility for all the essential elements of management.
- Good knowledge of organizational design. Typically gained by completion of upper-division coursework (six credit hours) equivalent to Management and Organizational Theory; Organizational Behavior; and/or Organizational Theory OR at least six months of work experience and seminars or training in both organizational design and evaluation. Experience should include department organizational alternatives with reports developed recommending organizational change OR you have a combination of coursework and experience as described above.
- Good knowledge of methods of information collection. Typically gained by completion of college level coursework (Intro to Management Information Systems; Statistical Techniques I, II; and/or Advanced Business Statistics OR approximately six months of experience designing data collecting devices (questionnaires, workflow analyses, survey, DP output) and/or evaluation effectiveness and redesigning for greater effectiveness OR a combination of coursework and experience using various methods of information collection.
- Experience planning and organizing management studies, including determining study methods and procedures. Typically gained by approximately one year of experience with studies of consequence involving organizational design, employee turnover, morale problems, workload restrictions, and unusual incidence of grievances. College-level coursework can be substituted for six months of experience in each of the listed experience areas. Experience should include compiling and analyzing statistical data and drawing conclusions.
- Experience analyzing complex management, financial, and related data and systems and developing recommendations for improvement. Typically gained by approximately one year of experience with studies of consequence involving organizational design, employee turnover, morale problems, workload restrictions, and unusual incidence of grievances. College-level coursework can be substituted for six months of experience in each of the listed experience areas. Experience should include compiling and analyzing statistical data and drawing conclusions.
- Experience conducting fact-finding interviews and interpreting statistical and narrative information. Typically gained by approximately one year of experience requiring in-depth one-on-one interviewing to elicit facts and record information. Types of qualifying experience would be background in credit collection, law enforcement, financial institutions or social service programs or services. Coursework, internship or practicum might substitute if it relates sufficiently to the above criteria.
- Experience preparing oral and written reports of study findings and recommendations. Typically gained by at least six months of experience preparing oral and written reports of study findings and making recommendations.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Some knowledge of automated test strategies. Typically gained by a year working with automated test solutions and/or queries to support manual testing.
- Experience creating test plans. Typically gained by at least one year of experience documenting relevant and realistic scenarios and coordinating plans that ensure thorough testing of automated tools or processes in a business setting.
- Some knowledge of software change management practices. Typically gained through experience working in a software development environment.
- Experience researching, interpreting, and applying rules, policies, and procedures related to Benefits casework. Typically gained by working for at least one year as a Self-Reliance Specialist, Self-Reliance Principal, Self-Reliance Supervisor, or other comparable classification for Benefits programs.
