Position:
The Idaho Department of Environmental Quality (DEQ) is hiring an Idaho Pollution Discharge Elimination System (IPDES) Program Compliance Officer – Analyst 3 for the Twin Falls Regional Office.
Salary Range: $29.75-33.71
Responsibilities:
· Perform IPDES compliance activities:
- Conduct on-site inspections of facilities to determine compliance with the National Pollution Discharge Elimination System Program or IPDES permits.
- Record information gathered via inspections on an electronic device and upload it to central database.
- Review required reporting, such as discharge monitoring reports, and other records for compliance.
- Determine compliance with rules and permit conditions.
- Complete reports, such as sewer overflow reports and inspection letters.
- Prepare documentation for enforcement actions when necessary.
- Participate in enforcement negotiations.
- Provide technical assistance to promote compliance.
- Review preliminary draft IPDES permits as assigned.
- Conduct permit hand-offs for new or modified permits.
- Participate in the development and enhancement of statewide IPDES Program elements.
· Investigate complaints:
- Investigate discharge to surface waters and other IPDES Program related elements.
- Evaluate compliance and recommend solutions to discharge noncompliance events.
- Initiate enforcement actions when appropriate and develop enforcement referral documentation.
· Support the IPDES Program:
- Maintain a working knowledge of the IPDES rules.
- Provide timely updates and status reports to the IPDES Compliance, Inspection, and Enforcement Lead.
- Improve customer service in the IPDES Program.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Some travel may be required.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 50 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Ability to work on elevated instrument platforms, ladders, etc
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Must be able to swim and perform field monitoring work without on-site assistance or supervision.
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance.
