 The Idaho State Department of Agriculture is currently recruiting for a full time Financial Specialist Principal in Boise.

Example of Duties:

Warehouse Program Financial Statement Review 

  • Research, analyze, and monitor financial statements and financial stability of Warehouse program licensees to ensure compliance with federal and state laws, regulations, and accounting principles, and identify any indications of licensees' inability to pay producers;
  • Using various financial ratios developed to assign risk, monitor trends, risk analysis and ratios to determine the need for additional financial oversight of a licensee;
  • Identify SIF and CIF assessment payments and ensure accuracy of payments;
  • Analyze fund balance adequacy reports and advise Administration and advisory committees;
  • In the event of a potential warehouse failure, prepare analysis and provide recommendation for declaration of a failure;
  • Review and monitor accuracy and reporting of Commodity Commission tax;
  • Monitor and follow-up on aged receivable reports to ensure timely receipt of payment; determine progressive action on delinquent accounts;

FF&V Cost accounting

  • Analyze and validate cost accounting of Shipping Point Inspection Program;
  • Analyze revenue collections for FF&V program comparing to the cost accounting ensuring proper revenue rates are being charged to each program service;
General Fiscal Staff support
  • Provide support to the Financial Division, including grant management and internal auditing.
  • Prepare forecasting models, trends, projections and actual financial data for internal and external financial needs and requirements.
  • Assist with the review and help prepare Closing Packages for ISDA required by SCO.
  • Track expenses, revenues, budget and/or cash balances and provide notice and recommendations
  • Help design and implement complex computerized accounting and auditing systems for the Agency when needed
  • Help develop, analyze, and report on financial data
  • Help with the monitoring/reviewing internal financial controls
  • Help resolve technical accounting, auditing, or budgeting problems
  • Help prepare financial documents for management review
  • Help analyze financial activities and recommending or implementing management actions.

Minimum Qualification: These qualifications are mandatory for the position.

  • Accounting principles and practices. Typically gained by at least four years of professional work experience applying Generally Accepted Accounting Principles (GAAP) OR an Associate degree in Accounting AND at least two years of professional work experience such as an accountant or equivalent.
  • Supervisory practices. Typically gained by at least one year experience performing as a supervisor which required work assignment, direction and monitoring staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations and handling problem-solving procedures OR At least 8 hours of courses or seminars specifically covering supervisory practices PLUS at least 6 months experience performing as a full supervisor OR completion of 6 college credit hours of courses or seminars covering the essential elements of management (planning, organizing, leading and controlling).

Experience:

  • Independently analyzing financial activities and recommending management action as a regularly assigned job duty. 
  • Using personal computers to develop, analyze, and report on financial data. Typically gained by two or more years of work experience using a personal computer to develop, analyze and report on financial data/documents was a regularly assigned job duty.
  • Monitoring/reviewing internal financial controls. Typically gained by at least one year of professional level experience monitoring/reviewing internal financial controls.
  • Resolving technical accounting, auditing, or budgeting problems. Typically gained by at least one year of professional level experience resolving technical accounting, auditing and/or budgeting problems.
  • Preparing financial documents for management review. Typically gained by at least one year of full-time work experience
  • Analyzing financial activities and recommending or implementing management actions. Typically gained by one or more years of full-time work experience

Temporary appointments from this announcement, serving at least one thousand forty (1,040) hours of continuous service, may be hired as an entrance probationary employee without further examination for the same classification and location as announced.
