We are looking for a Consulting Tax Appraiser to join our team. The ideal candidate will have a solid property appraisal knowledge and preference given to those candidates with forestland taxation experience.

The Consulting Tax Appraiser serves as liaison and provides technical assistance and direction to county officials in administering property tax laws and rules; evaluate county appraisals for equalization and compliance with appraisal requirements; perform valuation appraisals; perform related work. The ideal candidate will have considerable appraisal experience, demonstrated ability to work independently and possess strong customer service and communication skills. This position will service the Eastern Idaho region. Extensive travel within a designated area of the state and irregular working schedules are required.

Responsibilities:

Consultation/technical assistance

• Interprets property tax laws, rules, policies, and procedures and advises county officials on matters relating to compliance, property taxation and effect on county revenues. 
• Participates in developing and implementing appraisal programs including budgeting, staffing, statutory requirements, and appraisal methodology. 
• Recommends policies and procedures for appraisal program. 
• Conducts, develops, and documents appraisals of residential, commercial, and industrial properties using sales comparison, income, and cost approaches. 
• Confers with Realtors, fee appraisers, bankers, and property owners to gather appraisal data. 
• Prepares appraisal and ratio reports. 
• Represents Tax Commission and makes presentations at tax-related public meetings.
• Advises county and State Boards of Equalization on exemptions, property valuations and valuation issues 
• Defends valuations and testifies in appeals, hearings, and court. 

Compliance

• Reviews, monitors, and evaluates content, accuracy, and quality of county appraisals. 
• Certifies value conclusions. 
• Conducts market and ratio studies and reviews sales, income, and cost information to assure uniform appraisal and equitable taxation. 
• Prepares detailed narrative report of status of individual county appraisal programs and submits to Tax Commission 

Training

• May develop and conduct training workshops and seminars on appraisal methods and valuation of real and personal property. 
• May conduct on-the-job training and direct assessors and appraisers in on-site inspections and application of appraisal methods and techniques and plotting and parcel numbering. 

SPECIAL REQUIREMENT: Must be a certified property tax appraiser within 90 days of appointment in accordance with Idaho Code 63-105A (17)

Minimum Qualifications: 

• Good knowledge of mass appraisal methods and techniques using income, sales comparison and cost approaches (typically gained by twelve credits of college level of appraisal coursework/training AND two years of experience applying income, sales comparison, and cost approaches in mass appraisal techniques; OR an Idaho Property Tax Appraiser certification
  
• At least two years of experience researching, interpreting and applying federal and state tax laws, rules, statutes, and policies and explaining them orally or in writing
  
• At least two years of experience using computer software in the documenting and management of written property appraisals
• Negotiating agreements in a business setting (typically gained by successful completion of mediation or negotiation-related college-level coursework OR at least 20 hours of related training, OR at least two years of experience where you were required to mediate conflicts or negotiate the resolution of complaints as major job responsibility.
• Requires valid driver's license OR ability to meet the transportation needs of this position
