The Division of Financial Services is looking to fill an EBT Operations Supervisor position. The Department of Health and Welfare is seeking a creative problem solver who is passionate about helping the citizens of Idaho.This position requires a solution-focused problem solver who understands the big picture, is customer service driven, and energetic. Successful candidates will need to plan to work in the Boise office but a hybrid telework schedule is an option.

EXAMPLE OF DUTIES:

  • Provide program oversight. 
  • Monitor system performance and resolve system problems and errors.
  • Provide consultation and technical assistance on electronic payment processing to staff, customers and retailers. 
  • Supervise and train staff, customers and retailers on system operations. 
  • Resolve customer/retailer complaints. 
  • Audit and review card inventory and systems. 
  • Design, construct, test and implement processing, adjustment and reporting processes to meet federal and state requirements. 
  • Ensure processes meet audit requirements and reduce department liabilities. 
  • Develop EPS procedures and provide input in the ongoing development and design of program manuals. 
  • Participate in the development of requests for proposals. 

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of state government organization, structure, and functions and decision-making processes. Typically gained by at least 20 hours of training through related workshops or seminars; OR by at least six months of work experience involving government operations or other work that required significant interaction with state and local government officials, beyond obtaining services from them.
  • Experience planning, developing and coordinating projects. Typically gained by at least one year of experience planning, developing (including needs assessment, planning, and budgeting), and coordinating projects.
  • Experience analyzing program impact of legislation and regulation changes. Typically gained by at least one year of related experience.
  • Experience negotiating and mediating sensitive program issues among diverse groups. Typically gained by completion of college level coursework covering negotiation and/or mediation (3 credit hours); OR completion of a three-day course (approximately 20 hours in mediation or negotiation); OR at least one year of experience where resolving sensitive program issues among diverse groups in a formal or systematic manner was an integral part of your job.Below is preferred experience.   • Good knowledge and experience conducting financial, internal or systems audits in accordance to professional audit standards. Typically gained by two (2) years full time work experience where planning and conducting audits was the primary focus of the job duties.
  • Expertise in Excel. Typically gained by a minimum of 3 years practical application. 
  • Governmental accounting experience and knowledge of federal funding sources. Typically gained by at least one year of related full-time work experience. 
  • Independent problem-solving abilities. Typically gained by proactive identification and resolution of gaps in financial policies and systems, proposing and implementing improvements, effectively triaging system issues, and staying updated on regulatory changes and best practices to enhance system efficiency and compliance. 
  • Good knowledge and experience using data extraction tools for analysis, sampling, and reporting. Typically gained by at least one year of full time work experience where extracting data from a data warehouse for analysis and sampling purposes was a regular task.
