The Idaho Transportation Department is seeking an Automated Program System Specialist to join our Bridge Section located at our Headquarters office, Boise, Idaho. ITD is responsible for the inspection and maintaining of approximately 4350 public bridges in Idaho. Information for every bridge is documented in ITD’s bridge management system. This position will be responsible for helping ensure the integrity of the data into the system, assisting with management of the system, and generating data reports.

The Program System Specialist must be extremely detailed orientated, organized, self-motivated, and able to communicate effectively. The candidate must have strong written and writing skills and experience in following prescribed business standards and protocols. The successful candidates should possess an understanding of database management, SQL, and testing of software to verify accuracy and compliance with ITD’s needs. The candidate should also possess an elementary understanding of highway bridges and the strong desire to work as part of a team ensuring the safety of the traveling public.

Responsibilities:

Serves as an assistant to the Inspection Project Manager within the Bridge Asset Management team.

Bridge Management System

  • Generates queries of the database to address program specific concerns.
  • Acquires, review and processes data from external databases to incorporate into the bridge management system.
  • Maintains spreadsheets and tracking logs for database system changes.
  • Assist in planning improvements to existing bridge management software as well as identifying future priorities.
  • Assists in developing scopes and specifications for software improvements and improvements to inspection reports for software development.
  • Assists in coordination with IT and Business for a successful rollout during the development and implementation of software projects or system upgrades.

Idaho Inspection Procedures and Protocols

  • Demonstrates working knowledge of the National Bridge Inspection Standards (NBIS) as outlined in code of federal regulations (23 CFR 650 Subpart C). Once employed, this will require successful completion of the FHWA-NHI-130055 Safety Inspection of In-Service Bridges.
  • Assists the Bridge Asset Management Team in the annual revision of the Idaho Manual for Bridge Evaluation (IMBE). Maintains document control, processes changes, and serves as the lead in facilitating the production of the manuals.
  • Serves as a technical point of contact for Idaho specific bridge inspection protocols identified in the Idaho Manual for Bridge Evaluation (IMBE).
  • Monthly reviews bridge inspection reports for compliance to ITD inspection protocols and formatting before accepting into the database.
  • Prepares and organizes documents for quality assurance reviews both internal and by FHWA.
  • Tracks and organizes bridge maintenance requests and follows up with completion of work candidates within the database.

Training

  • Assists in providing training for bridge inspection team leaders in navigating Idaho bridge inspection reporting procedures.
  • Assist in periodic roll out training, documentation, & manual updates including working directly or with the business units, to obtain any required regulatory approvals.
  • Provides users with training and materials to users of ITD’s bridge management systems. Provide refresher training as needed.

Minimum Qualifications:

Some knowledge of training methods.

Experience:

  • Interpreting and applying laws and regulations;
  • Analyzing system output data and data integrity;
  • Researching, identifying, and independently resolving automated case processing problems;
  • Providing technical assistance to the program's automated system users;
  • Translating technical material into easily understandable oral and written communications.
