Idaho Department of Juvenile Corrections

The Idaho Department of Juvenile Corrections is seeking applications for Program Specialist  position located downtown Boise at our Headquarters building. The Program Specialist will work in partnership with units of local government, tribes, and private providers serving juvenile offenders and their families by monitoring compliance and coordinating activities to address violations of the Act. Interpersonal communication skills are critical for this position.

The Program Specialist will also be responsible for monitoring other juvenile justice agencies in Idaho to assess their compliance with applicable state rules and standards. Duties may involve working inside a juvenile detention or correction facility.

The position involves preparing reports for a variety of audiences including local, state, and federal officials and agencies. Some in-state and out-of-state travel is required, with some being overnight stays. The Program Specialist works under the supervision of the Compliance Monitor and is staff support to the Idaho Juvenile Justice Commission and relevant committees. The Commission establishes priorities and allocates grant funding to support activities.

Responsibilities:

1. Program Administration:

  • Develop and monitor contracts or agreements for IDJC and community partners or stakeholders.
  • Develop and manage timelines for agreements/contract projects;
  • Prepare or review plans, applications, or contracts for compliance with state and federal requirements, feasibility, and legality of program design and cost-effectiveness;
  • Assist with grant management and monitoring of sub grants under the OJJDP Formula Grant Program;
  • Gather invoices and reconcile budget(s) for various projects;
  • Assist with support for the Idaho Juvenile Justice Commission and Juvenile Justice District Councils.

2. Training and Technical Assistance:

  • Provide training and technical assistance to stakeholders;
  • Provide technical assistance to counties related to evidence-based/ best practice services and programming within juvenile probation, detention services, and the core requirements of the Juvenile Justice and Delinquency Prevention Act (JJDPA).

3. Monitoring:

  • Assist with monitoring Idaho’s compliance monitoring universe including juvenile detention facilities and juvenile probation departments for compliance with JJDPA core requirements and Idaho Administrative Procedures Act (IDAPA) rules, including Racial and Ethnic Disparities within the juvenile justice system;
  • Collect and analyze data; prepare reports; make presentations of findings; initiate program modifications to improve outcomes;
  • Develop or recommend program policies and procedures to conform to state and federal regulations;
  • Develop and monitor action plans for compliance issues;
  • Develop and implement annual work plan;
  • Draft annual reports for submission to stakeholders.

4. Travel:

  • Position will require occasional local and national travel to assist with compliance monitoring, training, and technical assistance.

5. Other Duties as Assigned:

    • Position may perform similar level assignments within the Community Operations Division to include Behavioral Health, District Liaisons and Peace Officer Standards and Training (POST).

    Minimum Qualifications: 

    Experience:

    • Developing; recommending, and evaluating operating procedures and recommending changes; 
    • Developing technical written materials such as policies, technical manuals or rules/regulations; 
    • Providing technical program assistance to staff. 

    Desired Qualifications:

    Experience:

    • Developing and monitoring grants, agreements or contracts and providing technical assistance.
    • Building rapport and positive relationships with national and local stakeholders.
    Knowledge of:

    • Juvenile probation and detention services;
    • Core protections of the Juvenile Justice and Delinquency Prevention Act of 1974, as amended;
    • Juvenile status and delinquent offenders;
    • Adolescent brain development and trauma;
    • Program evaluation and statistical procedures used to collect, analyze and interpret data;
    • Training and supporting various stakeholder groups related to probation and detention best practices.
