Department of Finance Mission:

To diligently promote access to healthy and comprehensive financial services for Idaho citizens. This is accomplished through prudent and efficient oversight of financial institutions, investment opportunities, and credit transactions. Through administration of laws enacted by the Idaho Legislature, legitimate financial transactions are encouraged, while fraud, unsafe practices, and unlawful conduct are detected, and appropriate enforcement actions are taken.

The Department of Finance has an amazing opportunity for a qualified individual to join our team as a Financial Examiner/Investigator 1. The Consumer Finance Financial Examiner/Investigator position plays a critical role in assuring the availability and quality of consumer financial services and promoting public and industry confidence in those services through the licensing and examination process. This position is the first level of a three-level examiner series.

Under normal circumstances, this position requires overnight travel an average of 30% of the time both in and out of state. Additional overnight travel, up to a combined total of 40% of the time, may occasionally be required due to special circumstances.

Summary:

The Financial Examiner/Investigator 1 serves as a member of an examination team that reviews and assesses financial service providers for compliance with state and federal laws and rules and adherence to regulatory guidelines and industry standards.

"Financial service providers" includes regulated lenders (finance companies, payday and title lenders), collection agencies, credit/debt counselors, credit repair organizations, mortgage lenders, brokers, loan originators, independent escrow companies, broker-dealer firms, investment advisory firms, money transmitters, and endowment care cemeteries.

Example of Duties:

  • Performs examinations of financial service providers to either (1) make recommendations for approval or denial of license applications or requests from financial service providers claiming exemption from licensure, or (2) ensure compliance of licensed entities with applicable state and federal laws, rules, guidelines, and standards.
  • Analyzes, summarizes, and reviews financial data.
  • Analyzes extent of full disclosure of material facts and risks.
  • Prepares concise and comprehensive examination reports outlining condition, deficiencies, and recommendations.
  • Answers inquiries and requests regarding licensing or regulation, including by written correspondence, and works with public, public officials, business representatives and others to assist in resolving routine issues involving regulation.
  • Investigates financial service providers, typically initiated by complaints or examination findings.
  • Reviews financial records, prepares and conducts witness interviews, research legal and regulatory issues, and uses other information-gathering techniques to develop conclusions.
  • Drafts preliminary reports of findings which may include recommendations for civil or administrative actions.
  • Prepares correspondence.
  • May be required to testify in legal proceedings.

Minimum Qualifications:

Some knowledge of:

  • General accounting/finance theory, principles, and practices.
  • Computer applications used in accounting or the financial services industry.

Experience:

  • Applying accounting principles to reconcile accounts.
  • Examining financial statements and reports for completeness and accuracy.
  • Interpreting provisions of laws, rules, regulations, guidelines, and standards.
  • Preparing narrative reports.
