The Idaho Department of Labor, Research and Analysis team has an exciting opportunity for a Research Analyst, Principal, to support the data needs both within and outside the organization including:

  • Data and research needs of the department, including managing ad hoc labor market research projects and studies by industry, from inception to analysis. This includes developing a scope of work that includes a budget, research goals and objectives, clearly defined research questions, survey design, data collection, analysis and reporting.
  • Data collection and analysis work in support of the State Workforce Development Plan and reporting requirements for federal workforce program participant performance and evaluation.
  • Labor market analysis, production and dissemination of labor market information for job seeking customers, researchers, economic development professionals and others by developing visual dashboards and online product development for local office use so job seekers can make solid career decisions, which includes the maintenance and upkeep of JobScape.
  • Data support for Unemployment Insurance reporting including evaluation of Re-Employment Assessments conducted by the local offices.

The successful candidate will have experience and education in statistics or a strong analytical background with demonstrated ability to:

  • Develop and lead complex research projects from start to finish up to the delivery of any necessary presentations.
  • Analyze very large sets of data, identify patterns and trends, and to design and create data visualization dashboards and reports according to customer demand.
  • Communicate through charts, graphs, descriptive statistics, and other means to varying audience types.
  • Support the development, maintenance, and enhancement of the U.S. Workforce Information Database, JobScape and other business intelligence and career planning tools.

Example of Duties

Responsibilities:

  • Perform statistical analysis, interpret trends, develop conclusions, and summarize results.
  • Design and develop research projects, which includes defining the issue and the research question, developing a research plan and budget, designing the survey instrument, lead the data collection phase, analyze the data, produce a report and the accompanying presentation.
  • Develop reports using unemployment insurance claims and transactional data available through department data.
  • Familiarity querying databases by using data extraction tools such as SQL and creating data dashboards using web-based tools like Tableau.
  • Generate, compile, and submit reports as required.
  • Review and confirm accuracy for all federal and state labor market reports.
  • Communicate results of data extractions and internal analysis as needed.
  • Perform multivariate statistical analysis and develop models for prediction and forecasting.
  • Sustain methods for data quality and security.

Experience that demonstrates considerable knowledge of:

  • Modeling and trend analysis and simulation techniques. Typically met by at least two semesters of college level statistics in modeling, trend analysis and simulation techniques, AND at least two years of relevant practical experience and training in those areas.

Experience:

  • Planning, developing, and implementing complex research and statistical projects and presenting the results. Typically met by at least one-year of work experience planning, developing, and implementing complex research and statistical projects, and presenting the results.
  • Using and interpreting output of a statistical analysis software package. Requires at least one year of experience using and interpreting statistical output from a statistical analysis software package.

Preferred Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience listed below will increase your score.

  • Defining, planning, developing, budgeting and implementing a complete research project from start to finish, including writing a report and delivering the results. Typically gained through two semesters of college coursework and three years of related experience.
  • Analyzing labor market data. Typically gained through two semesters of college coursework or three years of related work experience.
  • Working with relational databases and integrating data into a database. Typically gained through two semesters of college coursework or three years of related work experience.
  • Working in a multi-data source and multi-schema environment and tying data sources together either for one-time or ongoing use. Typically gained by at least two years of experience using and interpreting statistical output from a statistical analysis software package. Examples include Cognos, PL/SQL, Excel, IBM SPSS Statistics, R and RStudio.
