Summary:
To purchase supplies, services, material, and equipment for a department; research and perform value analysis on products, services, and equipment; serve as a leadworker in a purchasing unit or as sole purchaser in a small department; perform related work.
Responsibilities:
1. Purchasing. Determines product, equipment and service requirements Determines methods of acquisition Prepares specifications, selects vendors and requests written bids/telephone quotes on purchases within delegated authority Reviews and evaluates bids, records bid information including vendor price, payment terms, and delivery Issues awards Prepares bid and RFPs that may include value analysis, life cycle costing and weighted value procedures for purchases that are processed through Division of Purchasing Reviews, evaluates and recommends bid award to Division of Purchasing Advises users about product, service availability and specification preparation Advises users about policies and procedures and legal requirements established for procurement Resolves vendor-user conflicts Obtains and issues emergency purchase authorizations 2. Product and service research and value analysis. Conducts research to identify products, services and equipment for potential department use Requests information about products and services May attend trade shows Meets with vendors to receive product and service information Performs value analysis Analyzes quality, price, source of supply, delivery date, shipping charges and product cost Performs life-cycle costing including analyzing equipment long-term maintenance, and expense to determine residual value and related operating expense 3. Supervision. Provides advice, training, and consultation on methods, procedures, and department requirements to subordinate staff or department personnel to whom limited purchasing authority has been delegated Implements changes to improve work flow Prepares correspondence and insures effective public relations with vendors, users, and purchasing personnel Insures use of proper record keeping methods and procedures May hire, train, supervise and evaluate performance of unit personnel

Some knowledge of: Life-cycle costing principlesExperience: Performing detailed review of RFI, RFP, purchasing invoices, purchase orders, formal bids, contracts, and requisitions to ensure conformance with policies and procedures Preparing, evaluating, and completing specifications for products and services Interpreting and applying public/governmental/private purchasing procedures
MQ Specialties:
Experience preparing and evaluating specifications for computer hardware and software.Some knowledge of supervisory practices.Experience applying value analysis criteria to products and materials to include weighted-value methods.
