Deputy Administrator - Field Operations

The Idaho Division of Human Resources (DHR) is seeking a Deputy Administrator to oversee our Field Office Operations, including management of our statewide human resources team providing support to state agencies.

This announcement will be used to fill a classified position at DHR Central Office and can be located anywhere within the state of Idaho. 

Summary:
To provide administrative support for a Department Division; ensure development, implementation and fiscal responsibility of assigned division programs and direct operation of related automated systems; manage staff; act for Division Administrator; perform related work.

Responsibilities:
Administration: 

  • Coordinates work assignments and ensures effective communication among division staff and operations
  • Investigates, troubleshoots, and resolves or recommends solutions to complex or unusual inquiries, problems and issues
  • Recommends, interprets, and applies regulations and policies and ensures consistency and compliance with governing laws and regulations
  • Directs preparation of information and testimony provided to legislative committees
  • Analyzes impact of legislation on division operations and automated systems
  • Serves as division liaison on departmental committees and work groups
  • Serves as division representative and speaks for the Division Administrator at department and state-level meetings and task forces
  • Prepares issue analyses and/or audit responses
  • Directs department and/or division strategic planning and evaluation efforts and ensures conformance of department strategic planning efforts and activities to guidelines and requirements
  • May direct preparation and maintenance of planning documents
  • May coordinate establishment of department strategic plan tracking and measurement methods
  • May guide establishment, tracking, monitoring and evaluation of divisional strategic plans
  • Monitors progress relative to department strategic plans and recommends actions necessary to ensure achievement of strategic planning goals
  • Plans and coordinates a variety of special administrative projects and assignments

Management: 

  • Hires and trains staff and evaluates performance
  • Directs implementation, maintenance and evaluation of assigned operations and programs
  • Provides guidance and direction to assigned staff
  • Coordinates assigned activities with other department operations

Minimum Qualifications: 

Experience: 

  • Managing professional staff
  • Analyzing management and program problems, identifying alternatives and recommending and implementing solutions
  • Preparing and making presentations to groups
