State of Idaho - Department of Administration Opportunity

Special Notification: This is a full-time, benefitted, temporary position that is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission. 

*Temporary employees who serve at least one thousand forty (1,040) hours of continuous service in this position may go from temporary status to classified entrance probation status without further examination.* 

Are you looking for an opportunity to serve the great state of Idaho in a role where you provide service to and reach the lives of all state employees? The Office of Group Insurance, within the Department of Administration, has an immediate opening for an Employee Benefits Specialist. This position processes high-volume, detail orientated transactions ensuring insurance premiums and adjustments are accurate and timely and plays a key role in meeting the needs of state employees, their families and state agencies. 

The ideal candidate will have experience with Microsoft Outlook and Excel, accounts receivables and payables, and customer service experience. 

We serve Idaho by promoting responsible government through expert customer support. 

Responsibilities:

  • High volume accounts receivables and payables for the medical and dental premiums for the agencies and schools we work with outside of the State Controller’s payroll system. 
  • Provide guidance as the primary point of contact for state employees, state human resource and payroll staff and insurance carriers regarding active employee medical and dental plan premiums and related Office of Group Insurance policies and procedures. 
  • Collect, reconcile and remit employee medical and dental plan premiums in adherence with strict deadlines. 
  • Process medical and dental plan premium discrepancy reports and payroll adjustments. 
  • Research and resolve complex benefit issues. 
  • Manage sophisticated Excel spreadsheets and record systems. 
  • Other duties as assigned. 


Minimum Qualifications: 

  • Good knowledge of group medical, dental, life and disability insurance. 
    • This is typically gained by a Bachelor’s degree or higher in the subject area OR at least 2 upper division courses related to the subject area AND 2 years of experience related to the subject area OR more than 4 years of experience in the subject area.
  • Experience compiling data and preparing reports. 
    • This is typically met by at least one year of full-time work experience where you compiled data from various sources and prepared reports in a professional office setting. 


Specialty Minimum Qualifications: 

Experience: 

  • Performing mathematical calculations
    • This is typically met by at least one year of full-time work experience where you performed mathematical calculations as part of your primary job responsibilities. 
  • Maintaining complex spreadsheets
    • This is typically met by at least one year of full-time work experience where you maintained complex spreadsheets as part of your primary job responsibilities. 
  • Performing payroll deductions and/or premium payments for a group benefits program 
    • This is typically met by at least one year of full-time work experience where you set up payroll deductions and/or premium payments for a group benefits program as part of your primary job responsibilities. 


Supplemental Information: 

This position will also interact with a diverse customer base and must be able to interact in a non-partisan manner when working in political environments.
