The Idaho State Public Defender (SPD) is a newly created state agency which provides trial representation to indigent criminal defendants pursuant to Idaho Code § 19-5905. The SPD is responsible for all indigent defense cases throughout the State of Idaho, including both juveniles and adults. We are seeking a financial specialist who is driven by a commitment to public defense to assist in the development of a new agency.

The primary purpose of this role is to maintain the financial operations of the State Public Defender’s Office, a new state agency with an overall mission of serving indigent clients and improving the quality of public defense across the state. The Financial Specialist, Principal provides financial support to the Operations Director and management team on the allowable and effective use of funding and oversees financial management for the agency.

This is a newly created non-classified position that reports to Operations Director of the State Public Defender.

Example of Duties: 

  • Ensure the effectiveness of financial programs, oversee financial management issues, identify problems, and direct implementation of solutions.
  • Direct the establishment of internal financial controls and ensure the financial/audit operation and reporting requirements comply with applicable federal and state laws, policies, standards, regulations, and generally accepted accounting principles and practices.
  • Direct development of financial and administrative documents used in decision-making and provide technical consultation and advice.
  • Work in collaboration with the SPD, Operations Director, management team and DFM to prepare the annual budget request for annual state appropriation.
  • Provide the Operations Director with regular agency budget and expenditure reports.
  • Review of contracts to ensure appropriate funding, allowable use of funds and other procurements requirements,
  • Analyze and resolve financial problems, consult with the Operations Director and management team, and draw informed conclusions.
  • Develop and implement fiscal policies and procedures and update fiscal documents and manuals, as needed.

Minimum Qualifications

  • Three to five (3-5) years of experience directly related to the job responsibilities reflected above.
  • Bachelor’s degree in business, Accounting, Finance, or similar.
Preferred Qualifications:
  • MBA or MPA
  • Experience working with government agencies, non-profits or business organizations.
  • Experience managing or knowledge of State of Idaho and internal SDE applications, e.g. P-Cards, IBIS, GRA, CFSGA, ISEE, IDCI, LUMA etc.
