The Idaho Department of Fish and Game (IDFG) is seeking a Financial Executive Officer to join our team. This position will manage the Department’s Administration Bureau and is part of the agency’s leadership team that is located at our Headquarters office, situated adjacent to the Boise Greenbelt, the MK Nature Center, and the Kristin Armstrong Municipal Park in Boise.

What We Offer: 

Responsibilities:

  • Manage the activities of 33 fiscal staff members, a $149M departmental budget and highly complex accounting.
  • Direct the development and implementation of IDFG budgets, operating policies, and management procedures. Ensure the effectiveness of financial programs, oversee financial management issues, identification of problems, and direct implementation of solutions.
  • Direct the establishment of internal financial controls and ensure the financial/audit operation and reporting requirements comply with applicable federal and state laws, policies, standards, regulations, and generally accepted accounting principles and practices. Oversee and direct subordinate staff in actions having significant legal and political consequences.
  • Direct development of financial and administrative documents used in executive decision-making and provide technical consultation and advice.
  • Identify the information technology systems needed to carry out their mandate.
  • Manage through subordinate managers and supervisors, activities of significant, and highly complex accounting, budgeting, and/or auditing functions.
  • Confer with and provide liaising to public/elected officials and private business representatives to resolve, discuss, and negotiate issues that commit the department to a course of action in their areas of responsibility.
  • Support the Director's Office and serve as a representative of the IDFG Director and fulfill policies and rules of the Fish and Game Commission

Minimum Qualifications: (These qualifications are required.)

  • Bachelor’s degree in accounting or business with at least 20 semester credit hours in accounting
  • Experience managing the staff and activities of a financial operation. (Typically gained by at least two years of management responsibilities of a professional staff in a financial operation.)
  • Experience designing and implementing complex computerized accounting or auditing systems. (Typically gained by at least one year of experience designing and implementing complex computerized accounting or auditing systems.)
  • Experience preparing financial management documents and statements. (Typically gained by at least two years of experience preparing annual reports, or similar types of actions for decision-making.)
  • Experience identifying and resolving problems involving financial software systems. (Typically gained by at least two years of experience dealing with problems such as the payroll system, collection of revenues, maintaining fixed assets, etc.)
  • Experience preparing and making oral presentations. (Typically gained by at least two years of experience as a manager/supervisor making presentations to the organizational director, top-level management, committees, etc.)
  • Experience writing narrative reports setting forth conclusions and recommendations for consideration by top-level management. (Typically gained by at least two years of experience as a manager/supervisor writing reports to the organizational director, top-level management, committees, etc.)
