The Idaho Transportation Department (ITD) is currently recruiting for a Financial Specialist, Senior in the Financial Services Budgeting office at the Boise Headquarters.

The incumbent will use accounting theory and practice to ensure the agency applies Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards correctly and consistently. The incumbent will provide support to District and headquarters transportation program areas with their accounting and budgeting needs. Responsibilities include responding to external information requests, fiscal year-end duties, performing accounting adjusting entries and reviewing monthly program area financial statements. The incumbent will reconcile funds received across multiple systems and ensure funds are accurately recorded in the financial systems in compliance with state and federal law. This position will focus on creating and maintaining the budget for the Transportation Department. Aspects of this job include collaborating with various business partners both internal and external to ITD to ensure program funding is well-managed, accurate, and changes are made in a timely manner.

EXAMPLE OF DUTIES:

  • Reviewing and approving financial transactions.
  • Reconciling revenues between various accounting systems.
  • Reviewing financial processes and procedures and recommending improvements.
  • Allotting funds to various divisions and programs for the purposes of tracking expenditure
  • Preparing ad hoc financial reports
  • Assist in the creation of the Idaho Transportation Departments annual budget 
  • Ability to work independently and collaboratively which results in a successful completion of tasks.
  • Occasional public speaking to inform targeted groups about budgeting and business practices.

MINIMUM QUALIFICATIONS:

  • Good knowledge of accounting principles and practices 
Typically gained by at least four years of professional work experience as a staff accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP) OR at least 12 semester credits in Accounting, to include Intermediate Accounting I and II or equivalent.
  • Experience developing and preparing financial documents 

Typically gained by at least one year of full-time work experience.

  • Experience using a personal computer to develop, analyze, and report on financial data 
Typically gained by at least one year of work experience using a personal computer to develop, analyze and report on financial data as a regularly assigned job duty.
  • Experience analyzing financial activities and recommending management action
Typically gained by at least one year of experience preparing routine and specialty analysis and recommending management action.

PREFERRED QUALIFICATIONS:
  • Proficient with Microsoft Excel
  • Good knowledge of internal control procedures
  • Bachelors degree in Accounting, Finance or relevant work experience
