Idaho Department of Lands

The Idaho Department of Lands (IDL) is seeking a full-time Business Analyst. This position can be located at either our Coeur d’Alene Staff Office or Boise Staff Office.

Description

To evaluate organizational systems for effectiveness, and plan or design improvements in operations; bring into effect change through the project management; perform related work.

Responsibilities

Process Improvement & Workflow Automation

  • Analyze existing workflows and identify opportunities for efficiency improvements
  • Design and implement automated workflows using tools such as PowerAutomate, Laserfiche Workflow, and SharePoint automation
  • Develop standardized processes to improve document management, approvals, and collaboration across departments
  • Train and support staff in using newly implemented workflows and automation tools

System Configuration & Administration 

  • Configure, maintain, and optimize enterprise content management systems such as Laserfiche and M-Files
  • Manage SharePoint configuration, including site structure, permissions, workflows, and integrations
  • Develop and implement best practices for system use, ensuring alignment with agency needs and ITS guidelines
  • Monitor system performance and troubleshoot issues to ensure seamless 

IT Liaison & Agency Collaboration

  • Act as the secondary point of contact between the agency and ITS for system-related needs and improvements 
  • Gather requirements from agency stakeholders to tailor system configurations and ensure alignment with business needs 
  • Communicate updates, changes, and best practices related to enterprise systems to agency staff
  • Work with leadership to prioritize system enhancements and technology initiatives

Minimum Qualifications

Good knowledge of: 

  • Project management
  • Organizational/business analysis and evaluation
  • Process improvement methodology

MQ Specialties: 

Each position will require knowledge and experience in a specific program and/or with an automated system tailored to the specific position. 

Desired Qualifications: 

  • Strong understanding of enterprise content management systems
  • (ECM), workflow automation tools, and collaboration platforms (e.g., SharePoint, Laserfiche, M-­Files)
  • Proficiency in configuring, optimizing, and maintaining software systems to meet organizational needs
  • Familiarity with process design and automation tools such as Power Automate, Microsoft Flow, or equivalent
  • Knowledge of system integration, permissions management, and data security practices across different platforms
  • Experience troubleshooting system issues, diagnosing root causes, and implementing timely solutions to maintain system performance and reliability
  • Ability to analyze complex problems involving multiple systems and provide effective resolutions
  • Strong verbal and written communication skills to collaborate effectively with cross-functional teams, department heads, and stakeholders
  • Experience in creating training materials, user guides, and conducting user training sessions
  • Strong attention to detail, especially in system configurations, data management, and process optimization 
  • Ability to think critically and analytically to troubleshoot issues and design efficient solutions
  • Ability to work independently, prioritize tasks, and manage time effectively to meet deadlines

Under the direction of the 
Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing 
endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
