The Luma Division is established as the sustainment organization to support State of Idaho agencies and their employees in the use of the Luma system for day-to-day business operations.
KEY RESPONSIBILITIES
The Financial Technician Procure to Pay, reports directly to the Procurement and Payables System Manager under the Financial Bureau Chief. They serve in the Finance and Supply Chain Management (FSM) System Administration Bureau supporting sustainment activities including functional and system support for all agencies. The incumbent will be expected to develop expertise and focus in the Luma system. This position will work directly with functional leads, subject matter experts (SME’s), agency staff, and system vendors ensuring that business processes are functioning properly, and workflows successfully support state agencies. The employee will be required to understand complex workflows and assist in establishing internal procedure documentation. Additionally, the employee is required to understand state government accounting processes including accounts payable, expense reimbursement, inventory control, p-card, requisitions, purchase orders, punchout, electronic data interchange (EDI), sourcing events, contracts, and maintaining statewide suppliers and vendors. The employee will establish and maintain positive relationships with functional policy owners and agency fiscal staff to ensure the Luma system processes and procedures are applied appropriately. The employee will assist in the continuous improvement and modifications of supporting systems.
Job Functions
• Employ a working knowledge of the Luma Finance, Procurement, Budget, Payroll, and Human Capital Management (HCM) modules to ensure proper continuous integration with system modules.
• Provide technical assistance to organizations utilizing the Luma system.
• Coordinate with other Luma staff to address cross-functional needs.
• Assist with implementing standards for tracking and evaluating procurement documents, including purchase requisitions, purchase orders and vendor contracts.
• Maintain procedure manuals to ensure compliance with regulations.
• Respond to stakeholder inquires in a timely manner, as defined by SCO policy.
• Attend and participate in meetings to keep Luma staff up-to-date on office activities.
• Advise leadership on elements related to Luma finance and procurement modules.
Additional Functions
• Contributes to the positive performance of the Luma system and Luma as a whole.
• Demonstrates timely and consistent attendance.
• This is an in-office position.
• Any additional duties as assigned by the State Controller or his/her designee.
Minimum Qualifications
• Good knowledge of: Procurement or Payables principles and practices.
• Experience in: Interpreting laws, regulations, or policies and advising on their requirements. Using computer systems to enter, retrieve, and report on data. Providing a high-level of customer service.
Desired Qualifications
• Documenting business processes.
