State of Idaho - Department of Administration Opportunity

The Risk Management Analyst is an integral part of the Risk Management team within the Department of Administration. This position is responsible for administering, maintaining and making determinations for premiums for property, casualty, self-insured and out-of-state worker's compensation insurance contracts. The incumbent in this position will prepare billings and remits payments to brokers or directly to insurance companies. Additionally, they serve as a liaison between state agencies and insurance companies to interpret policies and ensure adjustments coincide with coverages.

Example of Duties: 

Insurance Program Administration: 

  • Constructs timelines for addressing insurable exposures in property/casualty and out-of-state workers insurance; 
  • Meets with brokers and establishes goals for marketing the state's coverage; 
  • Consults with state agencies regarding policies, procedures and contract provision for various coverages; 
  • Notifies agencies of policy requirements and/or changes through various information techniques; 
  • Coordinates and authorizes the purchase of new commercial insurance coverage, and if necessary, deals with the underwriter; 
  • Reviews insurance policies, endorsements, riders and billings to insure compliance with contact specifications; 
  • Notifies carriers, agencies, and brokers and resolves errors that may occur; 
  • Develops policies and procedures for agencies to report their underwriting information to Risk Management; 
  • Researches, analyzes, prepares, and compiles underwriting data and reports for development of insurance coverage; 
  • Develops forms, and assists agencies in preparing annual statements of values' Drafts insurance certificates of financial responsibility; 
  • Oversees the state's boiler and machinery and employee notary bond programs; 
  • Compiles and maintains "coverage in force lists" and issues annual update reports; 
  • Provides technical assistance to the Risk Manager as needed 

Risk Financing: 

  • Establishes and manages the billing activities which include allocation of premiums and administrative costs for all state agency insurance programs; 
  • Determines and develops guidelines for each coverage to determine premiums; 
  • Allocates premiums back to state agencies based on criteria for policies; 
  • Assists the Risk Manager in developing premium determination programs including utilization of specialized computer programs that generate premiums to each agency; 
  • Documents and maintains all premium bills; 
  • Verifies premiums and checks amounts and coding; 
  • Prepares documentation to justify premiums; 
  • Tracks billings to assure payments are made accurately. 
  • Other duties as assigned. 

* Minimum Qualifications: 

Good knowledge of: 

  • Property, casualty and worker's compensation insurance contracts and related insurance industry procedures; 
  • Insurance terminology. 


Experience: 

  • Interpreting and explaining provisions of insurance policies including coverage's, limits, exclusions, and appropriateness of coverage for desired result; 
  • Identifying and resolving insurance problems for commercial insurer's; 
  • Explaining technical insurance related information in common terms; 
  • Reviewing and interpreting insurance documents; 
  • Operating a personal computer using insurance data base applications; 
  • Calculating insurance premiums using mathematical analysis and survey techniques.

This position will also interact with a diverse customer base and must be able to interact in a non-partisan manner when working in political environments.
