The Idaho Transportation Department (ITD) is seeking a dynamic and results-driven individual to serve as the TSMO Program Manager and Statewide Subject Matter Expert (SME) for TSMO and Intelligent Transportation Systems (ITS). This is a pivotal leadership role responsible for managing the Traffic Safety and Maintenance Operations (TSMO) Program, shaping the future of transportation technologies across the state, and ensuring alignment with national best practices.
Key Responsibilities:
Program Management: Lead the TSMO and ITS programs at a statewide level, overseeing planning, programming, project development, construction, and operations in coordination with ITD Districts.
Strategic Implementation: Implement and maintain the TSMO Strategic Plan, ITS Plan, and relevant policies and standards.
Data-Driven Decision-Making: Compile and analyze data to identify program needs, develop lifecycle plans, and perform long-term evaluations to ensure program effectiveness.
Training & Development: Assess training needs across ITD, develop training materials, and deliver educational sessions to ensure consistent understanding of TSMO strategies and expectations.
Quality Assurance: Review program criteria regularly to maintain and improve best practice standards.
Stakeholder Engagement: Communicate regularly with stakeholders across districts, provide status updates, and facilitate collaboration to ensure statewide consistency.
Budget Oversight: Assist in developing, approving, and monitoring program budgets and expenditures.
Leadership & Expertise: Serve as the statewide SME for TSMO and ITS, representing ITD in meetings, work groups, and conferences.
Public Speaking: Deliver presentations to the Idaho Transportation Board and other external agencies regarding TSMO program developments and progress.
Ideal Candidate Will Have:
Proven experience in transportation systems management, operations, and/or intelligent transportation systems.
Strong analytical and problem-solving skills.
Demonstrated ability to manage complex programs and coordinate across multiple teams.
Excellent written and verbal communication skills, including experience with public speaking and training development.
Knowledge of current transportation technologies, strategic planning, and quality assurance practices.
MINIMUM QUALIFICATIONS (MQ):
Experience providing technical expertise or managing a major program.
Some knowledge of management practices.
