Summary:

This position will oversee Human Resource tasks/responsibilities over our Central and Region 3 Offices, as well as provide support to the Idaho Children’s Trust Fund (CTF), Idaho Council on Domestic Violence and Victim Assistance (ICDVVA), and Idaho Council on Developmental Disabilities (ICDD). The individual assigned to this group will ensure that Human Resource advice and counsel provided is consistent among their supported areas, as well as with the other areas across the state. This position will require occasional on-site presence in the regional office.

Job Responsibilities:

  • Provide guidance and direction to human resource professionals on a wide variety of topics including employee relations, recruitment, payroll, leaves of absence, workers compensation, classification, organizational design and compensation
  • Provide feedback on the development of standards, methods, policies, and procedures as an individual expert and leader of unit
  • Assess and provide recommendations to improve performance of HR operations
  • Coordinating with agency leadership to affect change and support strategic initiatives
  • Develops, trains and mentors human resource staff
  • Responding to complaints and resolving complex leadership or employee issues
  • May perform day-to-day human resources work
  • May fill in the HR leadership role in Human Resource Officer’s absence

Distinguishing Characteristics

This is the fifth level in the HR job family. At this level, incumbents are responsible for supervising HR staff and providing highly skilled HR expertise. Provides counsel on special cases with interpretation and direction for policy, rules, and procedures to HR staff and management. This position addresses complex issues involving day-to-day HR operations. Issues involving strategic initiatives or agency wide impact are escalated to HR leadership.

Minimum Qualifications:

Some knowledge of: 

  • Management practices 

Considerable knowledge of: 

  • Human resource administration 
  • Equal employment opportunity concepts and legal requirements 
Experience: 

  • Resolving complex HR concerns and issues 
  • Analyzing human resource management problems and developing alternatives and recommendations 
  • Mentoring and training staff 
  • Providing advanced human resource consultation to management 

Preferred Qualifications:

  • ADA and FMLA administration
  • Supervisory methods
  • Employee compensation evaluation
  • Performing job analysis, developing classification changes and making recommendations for organizational structure changes
  • Completing complex analyses of HR data to identify key trends and recommends changes to improve performance of operations
