Self-Reliance has an exciting opportunity for an innovative, skilled, independent, and flexible leader to manage the Statewide Training for the Idaho Benefits program as the Ops Design Training and Development Manager.
This position will provide leadership to a team of training specialists and will manage Idaho's Benefits training needs. This position will operate within the Bureau of Operational Design and support statewide Benefits operations by planning and developing new hire and refresher training, as well as the implementation of new process and automation.
We are seeking applicants who have experience planning and delivering training and development programs based on operational needs and analysis. Applicants who have experience designing and developing curriculum, evaluating training effectiveness, evaluating program performance, and developing program documentation are encouraged to apply. This position requires exceptional leadership abilities, critical thinking skills, and oral and written communication skills.

This is a statewide position and will report to their nearest DHW location.

You must possess all the minimum qualifications below to pass the exam for this position. Considerable knowledge of learning theory. Typically gained by completion of college degree core requirements (to include 400 level coursework) in the area of instructional technology or a very closely aligned program providing a strong theory base in the field of training and development; OR approximately two years of experience actually providing training AND completion of approximately 40 hours of trainer development coursework or workshops covering the specifics of trainer development including: adult learning theory; training needs assessment; development of training objectives; course or curriculum design; presentation skills and training evaluation techniques.
Considerable knowledge of organizational behavior. Typically gained by completion of a Master’s degree with an emphasis in organizational development; OR successful completion of two or more upper division college courses where organizational development/behavior was the prime focus, and two or more seminars specific to the subject area totaling approximately 60 hours, AND approximately one year of experience performing organizational consultation, diagnosis, and intervention. (Qualifying courses or seminars should cover organizational theory and behavior, group dynamics, strategic planning, organizational change, and/or organizational structures.) OR by approximately two or more years of experience which included responsibility for working with diverse organizational and employee groups; budgeting; planning; training; and consulting with managers.
Good knowledge of management practices. Typically gained by successful completion of college-level management coursework equivalent to “Management and Organizational Theory,” “Personnel Administration,” and “Organizational Behavior” (that cover the five elements of management: planning, organizing, staffing, directing, and controlling) OR at least two years of management experience where responsible for all five elements of management or responsible for advising management in all five areas.
Experience performing needs assessments, developing training objectives, designing and developing coursework and evaluating the course. Typically gained by at least one year experience developing more than one type of training. Describe how you developed appropriate training for at least three different programs with differing subject matters and learning objectives. Please address the methods you used to evaluate the effectiveness of your training.
Experience facilitating learning and development to adult groups in structured learning situations. Typically gained by completion of core requirements for a degree in instructional technology or or closely aligned program, i.e., adult education, educational technology, performance technology among others AND a minimum of 40 hours of instruction presenting training to adults; OR through actual experience presenting approximately 100 hours or more of training to adult (18 years plus) groups in structured learning situations. Please describe the courses you have trained in and the depth and breadth of your background.
Experience using a variety of training and facilitation methods. Typically gained by at least one year of experience using at least THREE different training methods or strategies such as role-play or lecture in the instructional environment.
