The mission of the Idaho Industrial Commission is to fairly administer the Idaho Workers’ Compensation Law

SPECIAL NOTIFICATION: This non-classified position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

The hiring range will be between $38.82 and $42.00 per hour.  A compensation analysis will be conducted for the selected candidate to determine appropriate pay.

Summary:

The Idaho Industrial Commission is looking for a professional to lead the Employer Compliance Department which enforces the insurance requirements of the Idaho Workers’ Compensation Law (Title 72, Chapter 1-8, Idaho Code). The core functions of the department are to educate employers and associated stakeholders on the insurance requirements of the Idaho Workers’ Compensation Law; maintain a database of all workers’ compensation policies written for employers operating in Idaho; and to identify and investigate employers who may be subject to or in violation of insurance requirements.

The Employer Compliance Manager (Pay grade N) leads the Employer Compliance Department; planning and organizing all aspects of the departments' operations. This position establishes and implements program objectives, policies, and operating procedures; identifies needs and develops section budget; hires, trains, directs, and evaluates staff; assesses staff training needs, and develops or arranges for training.

Job Responsibilities:

  • Serves on the Commission’s leadership team, which is responsible for developing and implementing the agency strategic plan, policies, and procedures, and developing and administering the Commission’s budget and management control systems
  • Reviews statistical data and actively reports for problem solving and/or decision making guidelines
  • Evaluates reporting requirements and procedures to ensure program compliance with state and federal standards
  • Evaluates program effectiveness and takes corrective action
  • Manages compliance activities in field offices including investigations, enforcement and public information
  • Acts as agency representative in all matters relating to compliance litigation caseload, recommneds legal action to the Commission.
  • Coordinates development and implementation of automated system changes and enhancements
  • Proposes legislation to address or resolve compliance issues

      Minimum Qualifications

      Essential

      • Experience leading and managing professional staff
      • Proven leadership skills and abilities
      • Experience analyzing and interpreting laws and regulations as a basis for decision-making; determining compliance, exemptions or liability for coverage under the Workers’ Compensation Law; compiling, analyzing, and organizing workers compensation data for program analysis and decision making.
      • Experience that demonstrates considerable knowledge of the Idaho Workers’ Compensation Law
      • Good knowledge of management practices and legal procedures
      • Some knowledge of data electronic commerce

      Supplemental Information

      • College degree in related field or equivalent work experience in related field
      • Awareness of the programs and departments administered by the Idaho Industrial Commission

      • Demonstrated skills in problem solving and conflict resolution
