Idaho Department of Lands

The Idaho Department of Lands (IDL) is seeking a full time Lands Resource Supervisor – Forest Management. This position will be located at the Priest Lake Area office in Coolin, ID.

Description

To supervise staff in resource management activities; perform related work. Generally, a Lands Resource Supervisor is assigned supervisor work related to Forest Management, Service & Regulatory Forestry, Fire Management or Lands & Waterways Management.


Key Responsibilities

  • · Supervises up to six professional foresters and seasonal staff in the management of Forest and other resources on state endowment land. Supervisory duties include hiring, training, assigning work, evaluating performance, and resolving problems.
  • · Plans and coordinates program activities with other projects. Sets priorities and maximizes efficiencies.
  • · Inspects fieldwork and reviews documents for technical requirements, compliance with state and federal laws and fairness in lease/contract administration
  • · Prepares and monitors budgets, reviews, and approves expenditures, maintains equipment and supplies
  • · Facilitate communication between area staff and bureaus on emerging issues and complex concerns, requesting technical expertise or guidance with the interpretation of laws and department policies as needed
  • · Works with private landowners, contractors, county officials, federal & state agencies, and the public to provide information, respond to requests, and to coordinate emergency response
  • · May also represent IDL on committees or at public meetings
  • · Participates in hazard management and wildfire suppression as needed


Minimum Qualifications

Experience in:

  • · Preparing and administering contracts including implementation and evaluation of contracts as well as field inspection, compliance and reporting requirements.
  • · Interpreting public land surveys with legal descriptions, aerial imagery and topographic and property ownership maps.
  • · Using Geographic Information System (GIS) principles and data models.
  • · Managing projects including developing and evaluating projects, preparing reports and making recommendations.
  • · Making oral presentations and providing technical assistance and program information to management, clients or public groups.
  • · Performing financial analyses to determine cost/benefit of project proposals.
  • · Interpreting and applying state and federal laws, rules and regulations related to natural resource management activities.
  • · Writing technical reports.

Good knowledge of: Effective supervisory practices; Conflict resolution methods.

Other: Possession of a valid driver's license.

 

MQ Specialties

Forest Management

Good knowledge of forest management principles. Service & Regulatory Forestry (Forest Stewardship and Forest Practices Regulation) Experience writing and reviewing forest management plans. Good knowledge of the Idaho Forest Practices Act and associated administrative rules. Good knowledge of forestry, best management practices (BMPs) and forest management principles. Good knowledge of silviculture, dendrology, forest mensuration, forest engineering principles (road design and construction), soil science, and forest harvesting methods. Some knowledge of forest entomology, forest pathology and land survey techniques.


Desired Qualifications:

  • · Bachelor's or master’s degree in Forest Management, or related fields
  • · A good knowledge of forest engineering principles
  • · NWCG Red Card Qualifications

    Under the direction of the 
    Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

    Managing 
    endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
