Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Drinking Water Compliance Officer - Analyst 3 for the Twin Falls Regional Office.
Salary Range: $29.75-33.71
Responsibilities:
· Rules and regulations technical assistance:
- Provide technical assistance to public drinking water system operators, administrators, municipalities, and the general public on implementing state and federal drinking water rules and regulations.
- Answer questions or concerns from the public, water system customers, media, and elected officials.
· Drinking water monitoring:
- Review sample results and provide technical assistance.
- Assist with monitoring schedules on current and future monitoring requirements, sampling procedures, and locations.
- Appropriate response actions to contaminated detections or maximum contaminant level exceedances.
- Explain and interpret the Idaho Rules for Public Drinking Water Systems and the Safe Drinking Water Act.
- Stay up to date on current and proposed federal drinking water rules and regulations by attending monthly program conference calls, biannual in-services, drinking water training events, and work-groups.
- Review, evaluate, and approve or deny drinking water monitoring waiver applications submitted by public water systems. Provide technical assistance to water systems regarding their monitoring waivers as needed.
· Data management:
- Maintain the Safe Drinking Water Information System database and other related electronic filing or maintenance programs.
- Create and run queries to extract data.
- Review and update monitoring schedules and system contact information.
- Review and complete routine compliance runs and assign needed violations.
- Enter and track sanitary surveys and public notification requirements via TRIM filing and quality assurance/quality control tool review and resolution.
- Complete public records requests (PRRs) as assigned by the PRR custodian.
· Sanitary inspections and enforcement actions:
- Conduct regular sanitary survey inspections, including the actual site visit and summary report completion and submittal.
- Track and maintain all compliance issues including enforcement actions.
- Prepare enforcement referrals for consent orders or notices of violation.
- Coordinate and attend preliminary compliance and enforcement meetings with systems.
- Negotiate consent order terms and enforcement time-lines.
- Track compliance with milestones of consent orders.
- Provide guidance and recommendations for enforcement issues.
- Review and resolve any non-compliance on the Enforcement Tracking Tool.
- Provide technical assistance under the contract between DEQ and Health District 5 regarding sanitary survey inspections, monitoring schedules, waivers, enforcement, and any other items outlined in the contract agreement.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Desired Specialty Minimum Qualification
DEQ 3094 – Inspections Drinking Water
Must have good knowledge of scientific principles and processes that has been gained through possession of a four-year undergraduate college degree in the biological sciences, chemistry, geology, environmental science, chemical or environmental engineering, or a closely related field; And two (2) years of full-time work experience conducting drinking water sanitary surveys, including determining public drinking water systems compliance with permits, and rules and statutes as a major function of my job.
OR Possession of an unrelated degree, or any combination of education and experience that is equivalent to a four-year undergraduate degree, plus four (4) years of full-time experience as described above.
Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.
DEQ 3130 - Safe Drinking Water Act
Must have comprehensive knowledge of the Safe Drinking Water Act and corresponding state rules for public drinking water regulations. Typically gained by two (2) years of full-time work experience interpreting, enforcing, or ensuring compliance with all aspects of the regulatory requirements of the Safe Drinking Water Act and state drinking water rules, including National Primary Drinking Water Standards and contaminant MCL's, treatment techniques, monitoring requirements for public drinking water systems, operator licensing requirements and facility operations, with some knowledge of engineering facility standards.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Some travel may be required.
• Must have a valid driver’s license.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 30 pounds over rough terrain.
• Ability to lift and carry up to 50 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Ability to work on elevated instrument platforms, ladders, etc.
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas.
• May come into contact with hazardous waste/materials.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance.
