Do you have personal or professional experience within or in support of programs serving youth and families and /or the child welfare system? The Idaho Department of Health and Welfare has an opening for a Human Services Field Program Manager to serve as the Administrator of the Payette Assessment and Care Center (PACC). The PACC is a 24/7 care facility for children in the Department's custody that is licensed as a Children's Residential Care Facility. This position will be responsible for management of the facility and its employees, as well as oversight of care for the children residing at the center and supervision of processes related to intake and discharge of residents. We are looking for a caring, flexible candidate who can manage a large employee workforce in a facility setting. The ideal candidate has great people skills and a thorough knowledge of the policies, processes and procedures needed to administer this type of facility. The Administrator must be able to respond to emergency situations as necessary.

This position is not eligible for telework.

EXAMPLE OF DUTIES:

• Provides a safe and trauma informed environment for youth and staff.
• Manages an annual budget, monitors expenditures and plans for costs of capital projects, medical, clinical, program and food services.
• Hires, trains, manages, and evaluates staff performance.
• Develops, implements, and enforces department and facility goals, policies and procedures.
• Assigns staff, monitors a staff development program, and assures that training is accomplished.
• Assures the resolution of complaints relative to youth, their families, employees, and the public.
• Inspects buildings and grounds to ensure that institutional facilities are maintained and operated in an orderly and efficient manner.
• Ensures relevant licensing/certification standards are accomplished and maintained.
• Works with the community to develop and maintain strong partnerships.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

• Demonstrated competency in management and leadership. Typically gained by at least one year experience managing a major program and providing leadership of professional staff OR completion of upper-division college-level management coursework along with experience in a significant leadership role.
• Extensive knowledge and experience in child welfare. Typically gained by a Master's degree in social work, behavioral health, psychology or human services related field AND at least three years of child welfare experience OR at least five years of experience as described.
• Experience assessing, planning, and implementing child welfare, early intervention, developmental disabilities, or other social services program. Typically gained by at least two years of experience providing leadership and collaboration with community groups and individuals in the development of community solutions to child welfare, developmental disabilities, early intervention or other social services issues. Experience should include planning community intervention and service provision.
