The Bureau of Population Health in the Division of Medicaid is seeking a Program Specialist DHW. This is a statewide position and would report to the nearest DHW location. This position will support the Healthy Connections Value Care Program, Medicaid’s first value-based care arrangement in which value care organizations are held accountable for improving outcomes and meeting cost targets in exchange for an ability to share in savings. This position will provide programmatic support to the current HCVC program and assist in the development of new value-based care initiatives. We are seeking individuals with knowledge of value-based care arrangements, policy interpretation and development, program development and implementation, and contract development and monitoring.

The ideal candidate will have experience and/or knowledge in healthcare, project management, quality, and compliance. We are seeking an individual who is adept at policy interpretation, analysis and development, contract development, and tracking critical details for the value-based care initiatives.

This position will report to the Program Manger and will work closely with colleagues throughout the Division, as well as with external stakeholders.

The Division of Medicaid provides healthcare coverage and services to promote the social, economic, behavioral, and physical health for over 300,000 Idahoans. Idaho Medicaid promotes an outcome-based, efficient health and human services delivery system.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:

  • Identifies and researches regulations, programs, methods, and issues. 
  • Develops and recommends policies and procedures. 
  • Determines and recommends program structure and methods of implementation and service delivery. 
  • Respond to critical inquires and stakeholder technical assistance requests. 
  • Assist in the development and implementation of projects through research, collaboration, and communication. 
  • Develop and track detailed project plans, implementation plans, work plans, and timelines. 
  • Participate in quality assurance and continuous quality improvement efforts. 
  • Provide ongoing review of operational objectives and develop plans to measure effectiveness.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Experience developing; recommending and evaluating operating procedures and recommending changes. Typically gained by 

    approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
  • Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar. 
  • Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff. 

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Good knowledge of healthcare, reimbursement methodologies, and managed care. Typically gained by at least two (2) years of experience related to healthcare in a public or private organization which included policy interpretation and evaluation; contract review and interpretation; and understanding state rules and regulations for health-related programs. 
  • Good knowledge of Health and human service programs. Typically gained by at least two years of professional experience developing, evaluating, supporting, and/or administering health and human service programs. A Bachelor's or Master's degree in public health, business, health administration, health education, health sciences, or related field is preferred.
