Idaho Transportation Department (ITD) is seeking someone who is proactive and self-motivated for a Project Coordinator position located in Rigby, Idaho. This may a great opportunity for you to utilize your meticulous attention to detail and outstanding communication skills.

This position will manage all District 6 permits as part of the Traffic and Operations team (i.e. utility, special events, encroachments, and single family / large-scale development approaches) and recommend innovative strategies to assist in ensuring a safe and efficient state highway system. The successful incumbent will have experience in processing encroachment applications and demonstrate outstanding leadership and relationship-building skills as well as a high level of professionalism.

Example of Duties

  • Monitor and manage permit processing timelines;
  • Research past permit applications, property deeds, right-of-way access control and federal/state/ITD requirements and responsible for ensuring application details complement with future projects and developments;
  • Interpret and implement Idaho Administrative Procedures Act (IDAPA) encroachment regulations regarding permit/development applications and permit denials;
  • Identify and work in close coordination with applicable local cities/counties/partnering agencies to address access management concerns;
  • Provide consultation and assistance to ITD's Maintenance Foreman on permit oversight after the permit is approved;
  • Participate in legal hearings and other local meetings as a technical subject matter expert on traffic engineering and access management;
  • Responds to public inquiries for access and utility installations, safety concerns and information regarding lane restrictions due to permitted work with the state right-of-way;
  • Discuss options and make recommendations for dispute resolution of permit applicants;
  • Provide coordination between developer/agency stakeholders and ITD Traffic Engineer by scheduling, participating, and negotiating at the pre-application encroachment scoping meetings to review IDAPA regulations, discuss potential design conflicts, and recommend innovative access solutions;
  • Compose approval or denial letters that are precise and concise and will standup in an appeals process;
  • Working with electronic files and GIS;
  • Other duties as assigned to assist the Traffic and Operations team. Tasks may include the development of SIA projects, approve oversized permits and assist with traffic studies.


Minimum Qualifications: 

 Experience: 

  • Planning and implementing projects 
  • Developing, promoting and gaining project support 
  • Interpreting and explaining specialized or complex material into information usable by the public 

Desired skills

  • Knowledge of Idaho Standards and Specification's Manual, to ensure compliance of encroachment applications;
  • Knowledge of Federal, State and IDAPA access regulations;
  • Knowledge of Federal and State safety regulations to include the MUTCD and its application for the protection of the traveling public;
  • knowledge of GIS and ProjectWise and electronic filing;
  • Skilled at speaking tactfully.
