Serve Idaho, a division of the Idaho Department of Labor seeks to fill the full-time position for Grants Officer – Fiscal. This position supports the development and implementation of Serve Idaho’s grants portfolio in the area of service and volunteerism. Primary functions are monitoring compliance with financial management of AmeriCorps grants in Idaho. The Grants Officer – Fiscal position performs advanced professional work under limited supervision with considerable latitude for use of initiative and independent judgement. The position reports to the Serve Idaho Program Manager and serves on a small team of 4.

Primary Responsibilities:
  • Provides sound fiscal oversight of organizations receiving AmeriCorps grants from Serve Idaho through formal monitoring and day-to-day communication, including support of: Budgets and financial systems analysis; organizational capacity internal control reviews; single audit and financial statement audit reviews; fiscal monitoring reviews; analysis of changes or updates to Uniform Grants Guidance; federal regulations, funder directives, grantees policies, procedures, and systems; and verbal and written communication with grantees.
  • Conducts fiscal monitoring activities and site visits, writes reports of fiscal monitoring findings, and works with involved parties to resolve findings.
  • Review and approves grantee reimbursement requests for consistency and allowability of costs in accordance with Serve Idaho’s policies and procedures and grants terms and conditions and maintains accurate records of grantee expenditures and fiscal documentation related to compliance, deliverables, and other performance benchmarks.
  • Serves as a specialist in assessing grantees’ organizational capacity, financial systems, documentation and reports, and recommends financial best practices of grants management to current and potential grantees on matters related to financial management of AmeriCorps grants.
  • Works with the Serve Idaho team to identify non-compliance issues and develop recommendations to the Serve Idaho Program Manager on steps to resolve non-compliance concerns ranging from corrective action plans to termination of grant awards; develops and monitors corrective action plans for organizations in assigned portfolio; keeps program manager informed of all significant developments, and immediately alerts program manager of any possible signs of fraud or mismanagement of funds.
  • Collects and analyzes data, assists with preparing required reports; communicates data to stakeholders; and manages ongoing grantee risk assessment and system improvement processes.
  • Supports the grant making process for Serve Idaho, including support of the pre-award risk assessment, application development, budget review, selection and negotiation process, post-award monitoring and reporting, and general technical assistance for grantees and potential grantees. Supports and leads the fiscal negotiation of grant awards.
  • Reviews and recommends amendments or other revisions to the agreed upon grant deliverables, timelines, budgets, and/or other grant requirements for organizations in assigned portfolio.
  • Assists the Serve Idaho team in assessing and analyzing training and technical assistance needs and continuous improvement issues specific to individual grantees and/or the larger portfolio to ensure high quality/ high performing programs. Works with the Serve Idaho team to develop training that will provide value to grantees, improving their capabilities, scale, and impact.
  • Provides high quality customer service and proactively provides written and verbal feedback to organizations in assigned portfolio to build relationships and foster continuous improvement.
  • Engages in research and general reading on issues related to Serve Idaho’s mission and federal and fiscal grants management.
  • Develop expertise and manage special projects within a particular focus area, such as AmeriCorps program income, in-kind documentation, other grant compliance issues, or training and resource development.
  • Support the procurement process for contracts with consultants or other training providers such as needed, including the process of by which Serve Idaho team members and others can utilize the services of the contractors.
  • Assists as necessary with event coordination and materials for trainings, seminars and conferences.
  • Represent Serve Idaho at meetings, conferences, events and other functions, including making remarks and presentations.
  • May facilitate meetings, focus groups, training, or other events with Serve Idaho grantees.
  • Aligns with duties with the Serve Idaho mission and exemplifies Serve Idaho values.
  • May perform other duties as assigned consistent with current duties and responsibilities.

Minimum Qualifications:

  • Federal financial grant management experience is strongly preferred.
  • 2 to 5 years of relevant experience; at least 3 years of relevant work experience is preferred.
  • AmeriCorps experience preferred, but not required.
  • Graduation from an accredited university with major coursework in a relevant field, such as accounting, public administration, federal grants management, or similar coursework (in special cases equivalent work experience may be substituted for this requirement).

Preferred Qualifications:
  • Knowledge of best practices in federal grants management, budgeting, and/or auditing and fiscal monitoring.
  • Knowledge of federal regulations and other federal grants directives.
  • Ability to coach grantees and/or other organizations, particularly related to fiscal compliance issues.
  • Ability to research, interpret, apply and communicate complex regulations, policies, and procedures.
  • Ability to communicate effectively orally and in writing; to exercise sound judgement in making critical decisions; to analyze complex information and develop plans to address identified issues; and to effectively demonstrate negotiation and facilitation skills.
  • Ability to define problems, collect data, establish facts, draw valid conclusions and provide recommendations.
  • A strong passion for supporting portfolio of organizations with diverse community driven missions, and an ability to work with a variety of different organization types (faith-based and community organizations, state/local governments, colleges/ universities).
  • Intellectual curiosity, creativity, high-energy, persistent, efficient, and positive attitude.
  • Excellent time management and organizational skills, detail oriented, and the ability to work both independently with general supervision and as part of a project team.
  • Ability to think strategically in relationship building and partnership development.

  • Thorough knowledge of Microsoft Office products, specifically Microsoft Excel.
  • Ability to manage multiple tasks simultaneously and meet multiple deadlines.
  • Ability to exercise sound judgement in making critical decisions; to analyze complex information and effectively communicate it to others.
  • Strong interpersonal skills to develop and maintain cooperative, professional and productive work relationships with others.
