The Idaho Department of Health and Welfare, Division of Family and Community Partnerships, is pleased to announce the recruitment of a Program Specialist – DHW to help support their newly created Resource Development and Support team. This position is located in Boise, IdahoThis position will have the opportunity to serve the State of Idaho within the new Division and Family and Community Partnerships. We are seeking an individual with the ability to network and build relationships within the community, and who possesses exceptional writing and presentation skills. This position will coordinate community resources and services to support foster families and children, as well as assist in resource coordination with Child Welfare.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:

Liaison and Coordination

  • Coordinates activities and facilitates creative problem-solving and resource development between participants, service providers and other interested parties.
  • Works with community organizations and entities to generate interest in meeting unmet needs.
  • May organize groups, task forces, or advisory groups; may develop and present training for groups, employers, community leaders, service providers, plan participants, job seekers or agency staff; may investigate complaints concerning services; may participate in quality assurance activities.
  • May plan events to support healthy community engagement opportunities for foster children, foster families, children in kinship care, and kinship care providers.

Planning and Development

  • Develops and implements strategies to encourage and obtain community participation in identifying and developing resources and services to meet targeted population needs.
  • Develops and recommends policy and procedure changes.
  • Promotes and assists in the development of contracts, grants, programs, projects or systems to meet identified needs.
  • Promotes and assists in the development of agreements including partnerships and collaborative arrangements with community organizations and volunteers.
  • May maintain database of identified needs and resources.
  • May monitor progress toward meeting those needs. 

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Experience developing; recommending and evaluating operating procedures and recommending changes. Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.

  • Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar. 
  • Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff. 

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience working with Microsoft Office systems. Typically gained by at least one year of experience using Microsoft Office programs.
  • Excellent organization skills and ability to plan large, statewide plans and initiatives with support from leadership. Typically gained by at least 1 year of related experience.
  • Good knowledge of problems, needs, ways to assist, and funding sources for any of the following targeted populations: economically disadvantaged, mentally ill, disabled, substance abusers, fail, elderly, adults or teens, and minority groups. Typically gained by at least six months of related experience.
  • Experience identifying, networking, creating, and sustaining, relationships with key stakeholder groups. Typically gained by at least 6 months of related experience.
